Homeless requiring public help according to JOY Ministries Proposal is to obtain and convert a pre-fabricated building to a mini-shelter and place it on county-owned property. By Ed Waggener Lee Ann Jessie appeared before the Columbia City Council, Monday, July 2, 2018, and will be going on to the Fiscal Court meeting, Tuesday, July 10, 2018, to begin conversations about help for the homeless in Adair County. Representing J.O.Y. Ministries, she spoke about the Ministry's crises responses to the homeless and near-homeless population. There's not a growing population of homelessness, but a consistent one requiring help on average of one to two times a week, often after the Ministry's open hours, she said. And she said that the homeless population in the county is fairly constant, at around 35 individuals at any one time. The challenge for the Ministry, and the reason for presenting the ideas to the public, is that they are unable to continue providing volunteers for handling emergency placement outside of the group's daytime hours. For this reason, discussion with 911 Dispatch has brought the group to present questions for City and County involvement and support. The letter presented to the Council is at this link J.O.Y. Ministries working with local emergency management to provide temporary shelter. According to J.O.Y. volunteer Maggie Coleman in their experience, 90% of the people served in a crisis situation are not people trying to work the system. These are people in urgent need and Dispatch has worked closely with the volunteers in J.O.Y. Ministries to help place people that law enforcement is called on for help.
