2018 Primary Turnout statewide abysmal; spirited in 7-Counties

For turnout in all 120 counties, by county, see: VOTER TURNOUT

Turnout across Kentucky was abysmally low. Just 23.54% bothered to take advantage of a sacred right, according to the State Board of elections website.

But in the CM 7-County area voters did much better. A quick scan shows these turnout results:
  1. Cumberland County, 51% turnout (2nd highest, Monroe #1, in state)
  2. Casey County, 43.42% turnout
  3. Metcalfe County, 41.41% turnout
  4. Russell County, 39.44% turnout
  5. Adair County, 37.89% turnout
  6. Green County, 34.97% turnout
  7. Taylor County, 34.90% turnout
While local races affect the turnout - and it's heartening to see the results here are higher than statewide, shouldn't the numbers be closer to 95% - ideally 100%.
