Columbia City Council 07 May 2018 - REPORT

In the City Council Meeting last night, 7 May 2018

Last night's City Council meeting covered a wide range of important issues in a brief period, with several progressive measures reported, initiated, approved or now scheduled for fast tracking and action.

Detailed items include



Council approves resolution to facilitate LWC sidewalks project
The Council approved a resolution authorizing Mayor Hardwick to sign deeds consents, and releases asociated with the Lindsey Wilson Sidewalk Project awarded to the project. The action came after a motion by Councilor Ronald Rogers, with a second by Councilor Craig Lasley, and Councilors Linda Waggener, Craig Dean, Mark Harris, and Pam Hoots joining in the unanimous voice vote.

The project was approved by City Council September 9, 2014. Action by the Mayor is pending Lindsey Wilson securing necessary property owner's easements/rights of way, etc.


City approves Interlocal Agreement on NCIC System

In a unanimous vote by City Council, on a motion by Councilor Craig Dean and a second by Pam Hoots, a measure to approve the Interlocal Agreement Between the City of Columbia, KY and County of Adair in regards to the Link/NCIC System for Emergency and Non-Emergency Operations. Joining in the voice affirmation were Councilors Ronald Rogers, Mark Harris, Linda Waggener and Craig Lasley.


City approves paying city half for furniture at the Jim Blair Center
The Council unanimously agreed to pay its one-half contribution to pay for expenses for outside light fixture, tables, chairs and storage carts for the Jim Blair Center. Present to present the Parks & Recreation Board request were Chair Cynthia Rowe, and Director Lisa Handy. The approval came on a motion by Councilor Craig Dean, with a second by Pam Hoots, with Councilors Craig Lasley, Linda Waggener, Mark Harris, and Ronald Rogers joining in the voice vote.

Linda Waggener asked that the city go ahead with approval for a new floor for the gymnasium at the Jim Blair Center, ahead of the vote tonight, Tuesday, May 8, 2018, at Fiscal Court, but the Council decided to wait and follow the lead of the county.


Councilor's Comments
City tables, but plans action, on Dr. Rogers' request on smoking ban

Dr. Ronald Rogers said that he had received requests for the city to impose a no smoking ban at the Joe Johnson Little League Park, saying that he had received numerous complaints about adults sending unhealthy signals to the players and fans by smoking - even on the field. He proposed the council immediately address this issue with a new ordinance specifically for the Little League Park.

His idea of the ban was embraced, but there were differences on the scope of the ban and whether it should be enacted as a spot ordinance or not, and, with the preponderance of opinion being to wait to enact an ordinance which would be more sweeping, Dr. Rogers agreed, reluctantly, to withdraw his motion. His worry, he said, was that the Little League Season will be half over before the ordinance can take effect.

In the meantime, the change may occur after review of Little League rules. Lisa Handy said that her thought was the national rules governing Little League already prohibit smoking at Little League games.

Councilor Rogers asked for more security on Trabue-Russell-House

Councilor Ronald Rogers, whose home is across Jamestown Street, from the city's historic Trabue-Russell House, requested greater oversight on the TRH to make sure the treasure is protected. Mayor Hardwick and Chief Cross assured him that would be done, but Chief Cross did use the occasion to ask for increased staffing, stressing that his department is stretched thin with the activities of illegal drug users and other elements. Still he promised increased monitoring of the situation.

Afterward, some suggested that they hoped the Little League Board would take action before an ordinance can be enacted.


Making Downtown Safer - Keeping Big Trucks Off the Square


Councilor Linda Waggener reported an incident of a 14-foot mobile home coming through the Public Square, and suggested that better signage, making transporters aware that they chould take the bypass, would improve the situation.

While stressing that there would not be a quick fix to the problem, she urged the council to work with the state to post signs to reduce, and if possible, eliminate semi truck traffic on the square except those making deliveries downtown.

Mayor Hardwick said he would look into it.

Councilor Pam Hoots - Asked that the city talk with the owner of the old shopping center at Jamestown Street at Hurt to repair a hole in the pavement in front of Fiesta Mexico. She said that she had received complaints about the situation.

She also reported that progress is being made by the Sidewalk Committee on immediate improvements for the Greensburg Street Sidewalk-to-the-Schools Project's Square to Dillon Street Phase.

Councilor Craig Lasley - Commended the great mowing job City Streets Superindent Donnie Rowe and crew are doing.

Councilor Mark Harris - Reminded his fellow councilors that blacktopping of City Streets is Scheduled to start soon, and for all members to suggest projects where paving is need most.

Councilor Craig Dean - Said that the misuse of handicapped parking places seems to be on the rise. He asked Chief Cross if the police would put more emphasis on preventing the misuse, even if drivers protests that they were only there momentarily. He said that these spaces are for a specific purpose, and that drivers with handicapped tags should never have to wait to park. He said it is a special and passionate issue for him.

Chief Cross acknowledged the need, but added that he is understaffed and that the issues with the department's top priority, combatting illegal drugs, still has to take precedent. However, he agreed to do all he can to enforce the laws on the subject.

He also used the occasion to acknowledge that the stress of understaffing is taking a toll on morale of the officers.

Councilor Dean countered that there should be relief this summer as the SRO officer will be available for general duty on the force.


Routine matters


The council routinely approved the minutes of the Special Called Meeting of April 24, 2018, on a motion by Councilor Linda Waggener, with a second by Councilor Pam Hoots. That meeting was held solely to approve the minutes of the April 2, 2018 meeting, needed to meet a grant application request.
Attendance

Attendance was good, with the mayor, all council members, the city clerk, city attorney, police chief, and members of the media present. Also present were Columbia P & Z Commissioner Roy Rademacher, and Parks & Rec's Cynthia Rowe and Lisa Handy.

Councilor Pam Hoots cites hole in shopping center lane

Pam Hoots' commented at last night's Columbia City Council meeting included the need for a letter to go to contacts in ownership of the shopping center on Jamestown Street where Fiesta Mexico, is located.
