KYEM State EOC monitoring heavy rain and flooding From Kentucky Emergency Management (KYEM) FRANKFORT, KY (11 Feb 2018) – Kentucky Emergency Management (KYEM) activated its State Emergency Operations Center (SEOC) overnight, in support of flooding conditions in southeastern counties. The SEOC is activated a Level 4, which consists of KYEM personnel monitoring the weather system. Harlan and Bell Counties, along with the City of Pineville have experienced flooding conditions. The Red Cross has opened a shelter at the Harlan Baptist Church, with 8 people in occupancy. Three other shelters in Harlan County are available and on standby if needed. Officials urge citizens to stay tuned to their local media for watches and warnings. The continued rounds of moderate to heavy rainfall, combined with already saturated soils, have led to rising flood stage along area creeks and streams. Larger river flooding will continue into the upcoming week, especially for portions of the Kentucky and Cumberland River basins. There are numerous road closures in southeastern Kentucky. Up to 4.5 inches of storm total rainfall has been recorded in these areas. Be aware of alternate routes while travelling. If you live near flood prone areas, be aware of your surroundings and have a plan in place should water begin to rise. A mere 6 inches of fast-moving flood water can knock over an adult. It takes just 12 inches of water to carry away a small car, while 2 feet of rushing water can carry away most vehicles. Never walk, drive into or cross water covered or flooded roads.
