Adair Fiscal Court Special Called Meeting Thu 25 Jan 2018 - REPORT

Court makes new hire for road department, approves auction of Mack dump truck and purchase of replacement, approves budget transfers as requested by Treasurer Melinda Quinn, approves spray application for beds of new pickup equipped with snow plows and salt boxes, and discusses accepting additional snow removal contractors.

The Adair County Fiscal Court met in a special called session on at 10amCT, Thursday, January 25, 2018, with CJE Mike Stephens presiding and all magistrates present.

In the meeting, the court voted to sell one of its Mack Trucks at auction and buy a replacement, hired a new fulltime road department employee, and made year end budget decisions.



In addition to CJE Stephens, all magistrates were present: Harold Burton (District 1), Daryl Flatt (2), Sammy Baker (3), Perry Reeder (4), Billy Dean Coffey (5), Greg Caldwell (6), and Terry Hadley (7) as well as Deputy CJE Andrea Waggener, Adair Fiscal Court Secretary Gale Cowan, as session recorder; Adair County Attorney Jennifer Hutchison Corbin, County Treasurer Melinda Quinn, and Adair County Road Foreman Terry Corbin, and representatives of the media.

Personnel Committee Report and Road Department new hire

The court heard a report from Magistrate Daryl Flatt (District 2) on the Personnel Committee meeting. The committee recommended hiring John Fields as a fulltime Road Department Employee, at an hourly rate of $10. The full court voted to hire Fields, who has a CDL with long time experience with long time experience, can operate most equipment, and has skills as a mechanic.

Snow removal quotes

CJE Mike Stephens reported that two more have submitted quotes for contract snow removal. The quotes were given to Magistrates to study and consider at a later meeting. The Court has already appoved Egypt Construction for contract snow removal.

Court authorizes auction of one Mack Truck, to buy another

The court voted to go through the advertising and auction of one of it's Mack Dump Trucks, and to advertise for bids for the purchase of a new Mack Dump truck. and to deliver it to the auction site in Birmingham, AL, at the appropriate time. At the same time they voted to purchase a new Mack Truck at a quoted price of $138,890. The new truck will have a manual/slap stick transmission, Road Superintendent Corbin said. The actions were approved, unanimously, in two separate votes. After the meeting CJE Mike Stephens said he expected a slight profit on the sale of the old truck, as has usually happened in past years with the program. The advertising for bids for the new truck is in practice, a legal formality, with no expectations that the bids will change the price.

Spray liners for new Road Department pickups

The court voted unanimously to approve a recommendation by County Road Foreman Terry Corbin to have the beds of two new road department pickups equipped with snowplows and salt spreader be spray coated (ArmorThane) by Potts Body Shop of Columbia. The cost, Mr. Corbin said, will be $450 per truck. The process takes about 24 hours. According to Mr. Corbin, the application will protect the beds of the new trucks from corrosion. The court voted, on a motion by Magistrate Daryl Flatt, with a second by Harold Burton, to authorized the purchase. The vote was unanimous.

Budget transfers approved.

The court approved budget transfers as requested by Treasurer Melinda Quinn for a fund to fund transfer of $12,500 from the Jail Fund. And a line to line transer of $593 for the Green River Animal Shelter to its office equipment line. Both actions were unanimously approved in two separate votes.
