Columbia City Council meeting 3 Jan 2017 - REPORT

In a brief but historic first meeting of the year, the Columbia City Council advanced on several fronts: A timely second reading of an amendment aimed at preventing the establishment of stand alone bars, sidewalks, updating zoning for a property on Wain Street, naming a new board member and extending the term of another, and coming to an understanding about a traffic problem resulting from popularity of a local restaurant. It was historic because it was the first meeting in many years at which Marshall Loy was not present as City Attorney, and because the meeting welcomed Dustin Warren as his replacement.



Mayor Curtis Hardwick presided, with all Council Members, Craig Dean, Linda Waggener, Dr. Ron Rogers, Craig Lasley, Mark Harris and Pam Hoots on time and in attendance.

No freestanding bars:
Second reading approved for amendment to ABC ordinance


The Council unanimously approved an amendment to Ordinance No. 2016-02, known as the "alcohol Beverage Control Ordinance," on a motion by Council Member Ronald Rogers, with a second by Pam Hoots. The ordinance prohibits the issuance of Quota Retail Licenses within the jurisdiction of Columbia, Kentucky.

Effectively, this prevents the establishment of free standing bars in the city.

City Attorney Dustin Warren read the ordinance, and noted that it becomes law upon legal publication in the designated legal newspaper, as required by law.

Second reading of relating to Wain Street zoning, map update

City Attorney Warren also gave the second reading of Ordinance No. 920.108, amending the city zoning regulations and changing the Columbia official zoning map.

The update changes property owned by John and Tom Wethington at 416 Wain Street, from R2 Low Density Residential to I-1 Light Industrial. The amendment takes effect after duly entered in the Columbia Official Planning Map.

The amendment was unanimously approved, 6-0 following a motion by Mark Harris, with a second by Pam Hoots.

Amy Mitchum approved as C/AC Tourism Board member

Mayor Curtis Hardwick recommended, and the Council approved, the appointment of Amy Mitchum to the Columbia-Adair County Tourism Board, to serve until October 1, 2020. She replaces board member Randall Pyles. Ronald Rogers made the motion and Craig Dean gave a second, with Craig Dean, Linda Waggener, Pam Hoots, and Mark Harris joining in the unanimous voice vote affirming.

Bob Benningfield approved for new term on Columbia Housing Authority

Mayor Hardwick recommended the reappointment of Bob Benningfield to the Columbia Housing Authority Board, to a four year term ending January 2022. The vote, on a motion by Ronald Rogers, and a second by Craig Dean, was unanimous.


Mayor's Comments
In the Mayor's Comments segment, Mayor Hardwick addressed complaints made about the back up of drive through customers spilling out onto Jamestown Street, at the Columbia McDonald's. He said that he has talked to District 8 KY Highway Department officials and was told a project to add a turning lane would be a very low priority, and that Pam Hancock, the store's owner, said that she is doing all she can to alleviate the problem, including efforts to buy additional land to add a second lane, but that so far, the property owner has shown no inclination to sell. He said that efforts will continue to find a solution which works for the motoring public, customers of McDonald's and the owners of the restaurant.


Council Comments
- Craig Dean - Council Member Dean asked about police staffing following the retirement of Sgt. Tracy McCloud. Mayor Hardwick said that he was satisfied with the current size of the force, and said that he had inaugurated the program, in an earlier administration, to have two policemen on duty at all times around the clock. Councilman, former Police Chief, and former Mayor Mark Harris commented that it is a different era now, saying there has been an approximately double the demands on officers, and that the council has to realize that Columbia's Population increases by approximately 4,000 each day due with incoming workers when Lindsey Wilson is in session, and noted the heavy demands on law enforcement due to the drug problems. Chief Jason Cross commented on additional retirements, and said that he himself, is next in line to retire, but added, that won't be until at least November.

Dean also welcomed the new County Attorney, Dustin Warren.

- Linda Waggener - Echoed comments welcoming the new City Attorney, and reported, briefly on the Parks & Recreation meeting which had occurred just prior to the City Council meeting, and gave a heads up on P&R's plans to hold an Easter Egg Hunt, tentatively set for Saturday, March 31, 2018, at 10amCT, the day before Easter, April 1, 2018.

- Craig Lasley - welcomed the new City Attorney.

- Ronald Rogers - welcomed the new City Attorney.

- Pam Hoots - Reported that state officials are coming to discuss plans for crosswalks somewhat similar to those in Campbellsville. She announced, as President of the C/AC Chamber of Commerce, that Mayor Hardwick will deliver a 'state of the city' address at the Febuary luncheon meeting of the Chamber.

Minutes approved:

The Council unanimously approved the minutes for the December 4, 2017, regular called meeting, on a motion by Pam Hoots, with a second by Linda Waggener, with Council Members Craig Dean, Craig Lasley, Ronald P. Roger, and Mark Harris joining in affirming by voice vote.

There was good attendance at the meeting. Mayor Hardwick presided. City Clerk Rhonda Loy acted as recorder. City Attorney Dustin Warren was present, as were City Police Chief Jason Cross, City Gas Superintendent Ron Cook, City Council Members Craig Dean, Linda Waggener, Ron Rogers Mark D. Harris, Craig Lasley, and Pam Hoots. City Planning & Zoning member Roy Rademacher was present. Members of the media were represented. And special guests, the family of Dustin Warren, parents Dennis & Lisa Loy and brother Grant Loy.
