Harper given Planning & Zoning approval for development By Linda Waggener Ernie Harper came before the Columbia Planning and Zoning Commission Thursday, November 9, 2017. He presented for approval site development plans for a car lot on the property at the corner of West Page and Campbellsville Streets, between the cable company and Williams furniture. His is an ongoing business, now located beside NAPA Auto on Campbellsville Street, and moving to the lot at 711 Campbellsville Road will allow for expansion. He ultimately plans to add a 40' x 60' building. The location is where the one-time Moore's Grocery was located and had been purchased by the late Don Franklin. The lot was purchased by Harper from the Franklin Auto Dealership family. The location is already zoned commercial so items of discussion included drainage and signage compliance. Harper was asked to check back with the commission as he relocates his business to make sure he meets all the regulations. A motion was made to approve his request by Sue Stivers, with a second by Roy Rademacher, followed by a unanimous vote. Board members present were Chair Joseph Flowers, George Kolbenschlag, Sue Stivers, Roy Rademacher, and Jada Coomer, Secretary to P & Z Board.
