The Columbia/Adair Utilities District Board of Commissioners met Thursday, October 5, 2017, in a special regular meeting at the CAUD Water Plant, 555 Griffin Springs Road, Campbellsville, KY, with Chairman Wid Harris presiding and all commissioners, David Jones, Mike Newton, Doug Sapp and Junior Brown present.

At the meeting, the commissions received an update on the Burkesville Street Phase of the downtown project, approved the sale of a surplus pickup truck, and were told of the next phase in the effort to establish a county wide natural gas distribution system outside the area served by the City of Columbia's Gas Department. As well, General Manager Lenny Stone gave reports on CAUD's sewer operation, water distribution, and updated the board about the ongoing health problems of employee Jeff Wooldridge and the need for continued assistance to his family.


Burkesville Street phase in final stages of state approval

David Bowles, consulting engineer and CEO, and Lee Mudd, the engineer who will be in charge of the work here, of Monarch Engineering were at the meeting to update the commissioners on the Burkesville Street Phase of the Downtown Project, which has been awarded to the low bidder, Stotts Construction of Columbia.

Mr. Bowles said he expects the final oks from the Public Service Commission and the Kentucky Infrastructure to come as early as this month, or sometime in November; the approvals are the only remaining ones needed before the work can be scheduled, Mr. Bowles said.

Depending on the start date chosen by the contractor, he said, the work could begin as early as November 2017, and likely no later than early 2018.

Surplus vehicle to be advertised

The board voted unanimously to advertise and auction to the highest bidder a surplus pickup truck with 280,000 miles on it.

Benefit for Jeff Wooldridge at Las Dos Lunas

General Manager Lenny Stone announced that Las Dos Lunas, 1764 Campbellsville Street, Columbia, KY will be contributing 15% of profits from sales on Monday, October 16, 2017, to Jeff Wooldridge, a longtime CAUD employee who is in need of help for medical bills.

Sewer report

Mr. Stone presented the sewer system report. The system was compliant for the month and is running smoothly. There were no new sewer taps for the month of September, however, and the total number added during the first nine months was only six. The number of customers was down slightly, from 1712 to 1688 from August to September, due to moves and/or cutoffs. Total revenues for the sewer side through September was $510,046.12; payroll stands at $132,576.39 through that period.

Water Distribution report

The water distribution plant reports showed $2,792,351.56 in total revenues, and $385,965.96 in total payroll through September 30, 2017. Total new meters for water were 75 through the first nine months of they year, with only 1 added in September. Water loss in the system in September was up, to 13.50%, but, for the year, the average loss still remains at only 11.25, aided in large part by single digit losses in February, April and May.

Water plant report

The water plant has processed 531,468,000 gallons of raw water, finished 521,044,000 gallons, and has expended $194,325.10 in payroll through the first nine months. It, too, was compliant with all regulations, the report said.

Routine Matters

Routine matters, including approval of minutes and approval of bills, were routinely handled and unanimously approved.

Members, media, and others tour facility

After the meeting, General Manager Lennon Stone and Plant manager Bradly Miller led a tour of the CAUD Water Plant.

In addition to those previously mention, also present were CAUD attorney Marshall Loy, and members of the media.
