Columbia City Council meeting report 3 Jul 2017


  • Council Member Craig Dean calls for restraint on fireworks out of respect for citizens, veterans suffering with Post-Tramatic Stress Syndrome, and animals.

  • Council approves re-appointment of Damon Hicks to Parks & Rec Board.
  • Mayor Hardwick to look into status of cross walks; concern expressed for lack of "Stop" bars for crossings on the Square

An important message coming from the 21-minute July City Council meeting, in addition to wishing everyone a safe and happy holiday, was the request to remember our those who have asked for a quieter holiday, one without loud fireworks, especially late at night.

Council Member Craig Dean was first to mention that we have residents who are disturbed by loud firecrackers, fireworks, etc., and to please have consideration of those in the community with special needs.

In regular business at the meeting presided over by Mayor Curtis Hardwick:


The Motion to approve recommendation from the City of Columbia Planning & Zoning Board for Zone Change for property owned by Lee Willis at 494, 496,498, & 500 Watson Street, from R1-A Single Family Residential to R-2 Low-Moderate Density Residential was made by Council Member Rogers with a second by Council Member Craig Lasley. The vote was unanimous.

First Reading was given to Ordinance No. 920.107: An ordinance amending the Columbia Zoning Regulationsand Columbia Official Zoning Districts Map. No vote was required on the first reading. The change relates to the Watson Street zoning change.

The list of City Streets to be paved was approved on a motion by Council Member Rogers with a second by Council Member Dean and a unanimous vote. Those streets include work to be done on: Grant Lane, Corporate Drive, Jane Drive, Westwood Drive, Grissom Street, Clinton Street, West Page Sreet and Water Works Street.

City Buys two new trucks for Gas Department: The Motion was made to accept the bid for two 2017 1500 Double Cab 4 wheel drive pickups from Harvey-Ellis Motors, Columbia, KY. The lesser bid for Ram trucks was selected over the higher bid for Chevrolet brand. Motion was made by Council Member Rogers and the second was by Council Member Hoots with a unanimous vote. The trucks are $23,940 each, $47,880 for both. The bid for Chevrolet with similar specs would have been $26,733, two for $56,466. One of the trucks will replace the Gas Department's on-call truck; the other will replace the truck assigned to Gas Superintendent Ron Cook.


Appointments:
Mayor Hardwick asked for approval on his appointments as follows:

Danny Reeves to take the place of Linda Lewis on the Tourism Commission. The motion was made by Council Member Rogers with a second by Council Member Hoots and a unanimous vote.


Appoint Pam Hancock to Tourism Board. The motion was made by Council Member Dean with a second by Council Member Lasley and a unanimous vote.


Appoint Henrietta Scott to Tourism Board. The motion was made by Council Member Harris with a second by Council Member Lasley and a unanimous vote.


Appoint Damon Hicks to the Parks and Recreation Board. The motion was made by Council Member Dean with a second by Council Member Linda Waggener. The voice vote was unanimous.


Other Council comments:


Council Member Waggener -- concerned about the crosswalks on the square, asled, "Can we communicate to make sure this is just a starting point, not the finished product?" Mayor Hardwick said that he would be in communications with the Somerset Kentucky Highway Department about the matter. Waggener said thhe new lines at crosswalks don't appear to make motorists stop. The major problem was the absent of "Stop Bars" to aid oncoming vehicles perception that a stop might be needed if someone were in the crosswalk. There was also a concern about when all need crosswalks might be painted.

Council Member Harris said he, too, is concerned about the crosswalks on the square not being adequate for pedestrian safety.

Mayor Hardwick said he will be in contact with the state to see what the next steps are for the Public Square and other needed crosswalks.


Routine matters handled routinely

Minutes of the June 5, 2017 Regular Called Meeting were approved on a motion by Council Member Ron Rogers and a second by Council Member Pamela Hoots with a unanimous vote.

Minutes of the June 13, 2017 Special Called Meeting were approved, on a motion by Council Member Mark D. Harris and a second by Council Member Hoots with a unanimous vote.

Minutes of the June 15, 2017 Special Called Meeting were approved on a motion by Council Member Waggener and a second by Council Member Hoots with a unanimous vote.
