Adair County Fiscal Court Report - Tue 09 May 2017

The Adair County Fiscal Court gave a warm welcome to Adair County Judge Executive Mike Stephens, who was presiding over a regular session of the court, May 9, 2017, for the first time since his surgery in January of this year.

The full court was present, and a number of major decisions were made, including approval for a Needle Exchange program which will be implemented by the Lake Cumberland District Health Department, approved annual budget items for the coming fiscal year, appointed a new director, effective today, for the Green River Animal Shelter and for the Board of Assessment Appeals, and heard reports regular reports from the Sheriff, Adair County Regional Jailer, from the Budget, Nuisance, and Personnel Committees, and voted for a first reading of a road extension which will connect two existing ones in District Three.



The Court tabled a consideration to award health insurance bids while the court takes time to study proposals, consideration of the salary for the County ABC Coordinator, delayed consideration of an item, "Sleep Inn Tax Exemption" discussion, and another labeled "4th of July Fireworks Discussion."

Court hears presentation from Medical Helicopter Services

PHI helicopters floated the idea of an installation at the Columbia/Adair County Airport to provide Medical Helicopter service from Columbia. PHI has existing units stationed in Monticello, and maintains instrumentation at TJ Health/Columbia. The company could provide service in inclement weather, and has four units within 20 minutes of Columbia. Also, spokesperson Tony Miller said, higher level medical service, including blood and plasma transfusions and minor surgical procedures can be provided on board their flights. The court also heard a report from Air-Evac's Dan Durham, who said that 23% of Adair Countians are now enrolled in Air-Evac, which serves the Adair County Community from Campbellsville and Albany.

Chris Janes, Chairman of the Columbia/Adair County Airport, said that the board would welcome PHI to the local airport, and ultimately, whether the PHI locates here or not would be up to the City and County. The Airport is jointly owned by the two entities.

Treasurer Melinda Quinn reports cash balance of $2,072,436.40

Treasurer Melinda Quinn reported a cash balance of $2,072.4356.40 in all accounts at the end of April, 2017.

Court Approves $6,218,174.00 budget for 2017-2018

The court approved a first reading of a $6,218,174.00 grand total budget for Fiscal Year 2017-2018, which begins July 1, 2017.
The amount includes:
  • Road Department Budget of $2,176,579.00, 35% of total
  • General Fund Budget, $1,719,075.00, 27.85%
  • Jail Budget, $1,596,600.00, 25.68%
  • 911 Budget, $377,825.00, 6.08%
  • LGEA Budget, $150,600.00, 2.42%
  • Green River Animal Shelter, $112,000, 1.08%
  • Parks & Rec, $69,100, 1.01%
  • Forest Fire, $2,250.00, O.04%
  • ABC Commission, $14,000, 0.23%
The budget will be sent to Frankfort for approval, after which a second reading will held and approved before enactment.

Court approves budget transfers, line transfers, standing orders

During the session, the court approved budget transfers, line-to-line transfers, and standing orders. Standing orders allow the Treasurer to pay routine bills, such as utilities, in a timely fashion.

Court receives three bids for health insurance

Bids were opened from three carriers bidding for the county employee health insurance. The bids were given to the magistrates, with instructions from CJE Mike Stephens that they study them in preparation for awarding the bids at a Special Called Meeting.

Bidders included the current carrier, Harding Benefits, and Houchens, Inc, and Quality Insurance of Russell County, KY.

Magistrate Daryl Flatt said that the Budget Committee is recommending an increase of the county's contribution from the current $350 per month, but no action was taken on that proposal at the meeting.

Sheriff Harrison Moss reports 97.2% taxes collected

Sheriff Harrison reported that 97.2% of the property taxes had been collected at the end of April, 2017, an amount he characterized as very good, and commende taxpayers of the county for their good payment record.

Sheriff Moss reported that for the month of April, tax collections totaled $92,428.81.

Regional Jailer Joey White reports total billings of $129,522.86 for April

Adair County Regional Jailer Joey White reported $129,522. 86 in total billings for April 2017. That amount, minus $50,300.20 for Adair County inmates, and the addition of booking fees, medical collections, other income, per diem charges, home incarceration fees, and Cumberland County Medical payments, left $88,784.80 to collect.

Jailer White reported 2,896 hours of labor provided by the Restricted Custody Center in April, which at $8 per hour amounted to $23,168 in "Free" labor. The Restricted Custody inmates worked at Adair County Recycling, Adair County Road Department, Green River Animal Shelter, the Center on Aging, City of Columbia Maintenance, Columbia Sanitation, Adair County Pride litter pickup, Adair County Board of Education, and Cumberland County Fiscal Court.

Jailer White told the court that his department is running $212,000 under budget for the year to date.

Court lowers meal allowance for inmate workers

The court voted to lower the allowance for inmates who work on community projects, from $7 a meal to $6 a meal.

Road Department Report

County Road Foreman Terry Corbin told the court that the Barnett's Creek Bridge Project is now underway. He said that the first mowings are half done, and that blacktopping is beginning. His report was approved unanimously.

The court approved the hiring of Bo Biggs, as a full-time Road Department laborer/driver, at $10 per hour.

Green River Animal Shelter reports

Judge Mike Stephens asked the court to approve the appointment, effective Wednesday, May 10, 2017, of Tammy Pollard Campbell as the new director of the Green River Animal Shelter, following the resignation of Director Kim Tucker, effective May 19, 2017. Campbell will receive $10 per hour as director. She was unanimously approved.

The Shelter reported income for April of $555.00, with adoptions bringing in $480 surrenders $50, Donations $25. Intake for the month included, Jimmy Harmon, Adair County Dog Warden 11 dogs, 11 cats; Green County, 4 dogs.

There were no sponsored adoptions this month at the shelter. There were three surrenders.

Changes to Board of Assessments Appeals

The court unanimously approved Michael Poff to be Chairman of the Board of Assessment Appeals, and the appointment of Tia White to serve a three year term on the Board of Assessment Appeals.

Reading of Roads

The court approved a first reading for an extension of J. Burbridge Road, a distance of 455 feet to Beckham Gadberry Road. The change is near Gadberry in District. Under current road naming policy, the new road will retain the name of the road nearest to the City of Columbia. The change was unanimous.

Minutes of April 11, 2017 approved with addition

The court approved the minutes of the April 11, 2017, regular session of Fiscal Court, adding the inclusion of the Columbia-Adair County Economic Development Authorities cash on hand, $160,000 as of that meeting, when the court approved paying its allocation of additional funds to pay for directional bores under Development Drive for the sewer project in the Green River Commerce Park. That addition was requested by Magistrate Daryl Flatt (2). The minutes were unanimously approved with no other changes.

AC Fiscal Court votes for Needle Exchange program

The Adair Fiscal Court gave rapt attention to Dr. Rick Miles, of Russell County, KY, far right, and, in the end voted 7-1, in favor of approving a Needle Exchange program in Adair County, advocated by Dr. Miles. Initially four magistrates had wanted to go back to constituents before adopting the measure, but Magistrate Terry Hadley told that, a wait might mean the loss of another life, the court, on a roll call vote, approved the measure, with CJE Mike Stephens, standing, left, moving the action with a second from Magistrate Hadley, and out-of-frame, Magistrate Perry Reeder (4), Sammy Baker (3), Harold Burton (1), Billy Dean Coffey (5), and Greg Caldwell (6) joining in affirmation. Magistrate Daryl Flatt (2), who had initially asked for time to talk with citizens of his district and who voiced a favorable opinion, voted no. The Columbia City Council had voted to approve a Needle Exchange program in its May 1, 2017 regular session, with all members present voting in favor of the program. Mayor Curtis Hardwick sent a message that he favored the action. The program will begin as soon as it can be implemented by the Lake Cumberland District Health Department. - EW

Because of needle sharing about drug users, Kentucky has more vulnerable counties than any other state in the nation. Russell County is No. 54 in the nation. Taylor County is No. 76. Adair is No. 93. Cumberland is No. 101. Green No. 132. Casey is No. 153. The problem has been increasing to an unsustainable rate. Needle Exchange programs in countries and states which have them have dramatically reduced the spread of disease, Dr. Rick Miles in his comments to the Adair County Fiscal Court on May 9, 2017. A Needle Exchange program will soon be offered here. - EW
