Shots-fired incident causes P&R Board to meet, tighten regs

Officer Dial described a dark scene, crowds of young people running for their cars at Blair Park in the wee hours of Sunday morning after 911 received a call reporting shots-fired at a party there. Board members are at work with city and county to assure there are no repeats. Investigation remains open under the direction of Officer Johnny Dial. Information should be reported to the Columbia Police Department to his attention, 270-384-4119.

The Columbia Adair County Parks and Recreation Board met February 9, 2017 at Blair Park in a special session directly resulting from the Saturday night party with shots fired and 911 called.

Columbia Police Officers Johnny Dial, first responder with Officer Drew Conn, and Josh Brockman, Public Affairs Officer, attended Thursday's meeting at the request of the P&R Board to clarify details of the incident and to advise for future controls, preventing this kind of incident from happening at the park again.



Deputy CJE Andrea Waggener among first notified

Deputy CJE Andrea Waggener had been among the first to receive Officer Dial's Monday morning reports of the weekend incident. She has since been coordinating efforts with the County Attorney and Blair Park leaders toward immediate changes in the language of the rental and what happens to renters who are in violation of the law.

Officer Dial described to the Board his first glimpse as he arrived on a scene that included a crowd of 200 or more, people running for cars overflowing the parking lot to cover the ball field, playground areas, even up under one of the swings.

Officer Dial echoes words of Chief Jason Cross

He echoed what Police Chief Jason Cross had told the City Council Monday evening, "the CPD does not have the personnel to handle a crowd of that size -- only two officers are available at that hour."

Officers did know in advance of the party, but had no Board authority to enter

The officers stated they knew about the party in advance but they do not have permission from the Board to allow them to go in and shut down an event unless there is a call to 911 (a communications gap the Board is looking into as the up-front contract is under revision). The officers said they usually know in advance because someone will tip them off or share a flyer left on student vehicles. All invitees are usually under legal drinking age.

Up-front, signed contract stipulated no alcohol, no firearms

The up-front rental contract signed by college student Anthony Thompson clearly said "no alcoholic beverages nor firearms permitted on the premises." The contract proposed 50 people in attendance, not 200. However Director Handy said he had rented twice before with no problems. She also said she had cancelled a second event he'd scheduled until she can have directions from the Board.

Investigation remains open

The investigation into the incident, the persons responsible and one known to have received injuries, remains open under the direction of Officer Dial. Any information about the incident should be called to the Columbia Police Department to his attention, 270-384-4119.

Good attendance at meeting

Present at the Thurssday, February 9, 2017 meeting were: Chairperson Debbie Yates, Vice-Chair Cynthia Rowe, Director Lisa Handy, Adair County Deputy CJE Andrea Waggener, P & R Secretary Linda Waggener, Board Members Jelaine Harlow, Alicia Bosela, and Damon Hicks. Absent were P & R members Billy Coffey and Barbara Shepherd. Mitzi Bault attended as a nominee board member replacing Charles Grimsley whose term ended in December of 2016.

Members of the media were also in attendance.

Next meeting

The next meeting will be at 4pmCT, Thursday, March 2, 2017 at the Blair Center. Regular monthly meetings are on the first Thursday of each month at 4pmCT in the Center, 901 Hudson Street, Columbia, KY.

The meetings are open to the public.
