Billy Joe Fudge has question on rectifer in City ABC ordinance

Billy Joe Fudge writes:
Well, once again CM with the aide of the Columbia City Council's ABC ordinance has expanded my vocabulary with the use of the word "rectifier". I now understand the contextual usage in that a "rectifier" is 1. "a worker who blends or dilutes whiskey or other alcoholic beverages\ or 2. "an apparatus for condensing a hot vapor to a liquid in distillation". My question is: does the word in context of the ordinance apply to both definitions and are these definitions politically correct terminology for 1. a bartender or mixologist and 2. a still? - Billy Joe Fudge
