The Adair County Board of Education heard great news on progress in its health/school nurse and school Nurse Practitioner program, on buildings and grounds, and on technology.

But it was a mixed bag on funding. On the local level, it was all positive, but Superintendent Alan W. Reed gave a grim outlook for state support. A worse case scenario, he said, would be if the governor's budget is adopted, which would result approximately $175,000 dollars per year less in 2017-18 if the administration's budget were to be adopted and phased reductions were to continue to that time. There was unanimity on the board, with all five members, Terry Harvey (Div 1), Quin Lasley (2), Lisa Burton (3), Floyd Burton (4), and Mike Harris (5), voting together on every issue.

Board approves new contract with Cumberland Family Medical

Clarissa "Moochie" Hart gave a report on the first year, thus far, of Cumberland Family Medical's Healthy Kids Clinic on the campus.

Hart said that her company will increase its funding of the Nurse Practitioner and Registered Nurses assigned to the Adair County School District from 33% to 51%, saving the district some $20,000 per year.

The board voted to renew the contract with Cumberland Family Medical for another year.

Board approves $80,000 match for VOIP phone service

In his Superintendent's remarks, Alan W. Reed said that announcements Thursday evening would be the most exciting technology news in the history of the school system.

Technology news included the approval of a plan presented by Technology Director Carla Perkins to add a total of 462 Instructional Devices - a combination of 162 iPads and 300 Chromebooks - to bring all schools to a one device for every two students - next year.

Following the approval, Perkins said she would begin the process of ordering the devices immediately, so that the devices plus carts for them, will be available for the start of the 2016-2017 school year. The devices will be paid for with escrowed KET funds matched by $60,000. The Total cost if approximately $168,000. The extra $8,000 will be paid for by Technology Department funds, Perkins said. Almost as exciting was the approval of a Voice Over Internet Protocol which will have all the schools operating on a campus telephone system allowing four-digit connections from any point on campus to any other point over a super fast fiber optic system - owned by the district and using VOIP - Voice Over Internet Protocol.

The system will be maintained by the District's Technology Department, with less dependence on traditional phone carriers. Techologist Director Carla Perkins said that there will be savings on the District's phone bill when the system is fully operational.

The cost to the district, Perkins said, will be just shy of the revenue the district will get from the sale of obsolete technology equipment approved for sale by the board last night, for $79,692.80 to Avaya.

Board approves mandated position

The board approved the establishment of a Federally mandated, Federally Funded, Classified Position of Career Coach for to help find positions for career ready special education graduates.

Buildings and grounds

The board voted to declare the old bus garage surplus and underground fuel storage system surplus property in preparation for demolition and authorized Buildings and Grounds Director David Jones to and Superintendent Reed to get receive three quotes for asbestos removal at the facility.

Mr. Jones and Richard Bunch, Building Superintendent for Branscum Construction, told the board that the new Adair County Transportation Complex (bus garage) will be ready for occupancy in a matter of days, awaiting minor punch list items in addition to paving and installation of lighting at the new complex. In answer to a question by Board Member Lisa Burton about the time of the demolition, Mr. Jones said that the department plans a transition to the new garage after school closes, and assured Burton that the ACHS Baseball home games will not be affected by the demolition.

Plans at present are for the bus garage and parking real estate will be used for more parking and additional landscaped areas.

Mr. Jones said that an environmental situation at the old bus garage should have little impact on the district. According to a report from Ensafe, the environmental company hired to evaluate the situation, a possible hydraulic leak, was minor, well under the established maximum 30 gallon per year leakage, and that considering the fact that building is destined for removal, no EPA issues are expected.

Financial Report Approved

The board unanimously approved the monthly financial report furnished them by District Finance Officer Renae Smith. The report showed a ending reconciled bank balance, including outstanding checks issued but not cashed, of $6,019,075.44.

Supt. Reed chart projects funds

Adair County Schools total state funding could drop from a current $924,356.30 in 2016 to $757,96716 if the governor's budget were to be adopted without modification in the waning days of the 2016 session of the current General Assembly, according to this "Impact of Budget Cuts on Local Grants," were to be adopted. Moochie Hart reports on success of Healthy Kids Clinic

Clarissa "Moochie" Hart of Cumberland Family Medical (CFM), gave a report on the first year, thus far, of CFM's Healthy Kids Clinic contract with the Adair County School District. Her report of a successful year was attested to by a teacher parent, principals, and even Superintendent Alan Reed, who said he was spared time off by being seen by Tiffany McMinoway, the program's nurse practitioner. He was sent to see his doctor, and learned that he did not in fact, have a strep infection; and was able to return to school almost immediately. In the period since the program began, August 1, 2015 to the report time of March 15, 2016, Hart said CMF providers has 2,247 total patient encounters, an average of 18 patients a day. The program provided 632 flu shots, 68 immunizations, 4 well child exams, 42 well child immunizations, eight procedures, five lab draws, 79 School/Sports Physicals and saw 183 new patients, 1,135 established patients, and had 87 follow up visits. - EW

J.T. Coomer Bus Garage soon to be history

The Adair County School Board, in its regular session Thu 18 Mar 2016, declared this decades old building surplus and approved a plan, presented by Buildings & Grounds Superintendent David Jones, to have razed starting at the end of the 2015-2016 school year. The new Adair County Transportation Complex lacks on paving, installation of lights, and minor punch list items to be ready, now. Paving is scheduled for Mon 21 Mar 2016. The timing is scheduled to accommodate the baseball season and an orderly transition from the old facility to the new one. - EW. Paired photo. David Jones, School Board recognize work of Richard Bunch

Richard Bunch, left, of Russell County, KY, received a certification of appreciation last night, Thu 17 Mar 2016, during the regular March session of the Adair County School Board. Bunch was project construction manager for Branscum Construction of Russell Springs, KY, in charge of building the new bus garage, officially named the "Adair County Transportation Complex," David Jones, right, Adair County Schools Buildings and Grounds Superintendent, made the presentation. He said that Mr. Bunch told him, at the outset, that he would do his very best and build the structure for Mr. Jones as if he were building his own home. Mr. Jones responded by saying that it wasn't his bus garage, it was for wonderful, dedicated staff of bus drivers and mechanics. - EW

Adair County Transportation Complex from Veterans Bypass

Seeding and Strawing is complete, and the new Adair County Transportation Complex is virtually ready for service. Only a few relatively minor punchlist items need completion in addition to installation of parking lot paving and the paving itself. Project Manager Richard Bunch of Branscum Construction said that Gaddie-Shamrock will make the parking lot a priority when the plant is fired up on Monday, March 21, 2016 and he expected to begin then. David Jones, Buildings & Grounds and Transportion Director for the Adair County School District, told the board of education last night that the transition from the J.T. Coomer Bus Garage to this facility would take place shortly after the current semester is complete. He said that both the baseball season and safety were factors in the schedule. Satisfied with timing of demolition of old bus garage

Division 3 School Board Member Lisa Burton, listened to a clarification from Buildings and Grounds Superintendent David Jones on the timing of the demolition of the old school bus garage, and was satisfied with his assurance that ACHS baseball season will be over before it begins. The baseball field is adjacent to the garage. Minor neighborly issues have occurred over the years, most often when Jones' school bus windows got in the way of foul balls from the field, shattering themselves.
