Russell County Grand Jury returns indictments Wed 23 Dec

The Russell County Grand Jury handed down indictments on 18 individuals for crimes including manufacturing methamphetamine, cultivating marijuana, theft, terroristic threatening, bail jumping, and sexual abuse on Wed 23 December, 2015.

Note: Indictments are considered formal charges. An indictment is not a finding of guilt. An individual charged by indictment is presumed innocent unless and until proven guilty at some later criminal proceeding.

Indictments were handed down against the following individuals:

  • Randy Copley (06/02/1971) Indictment No. 15-CR-00141-001. Charged with 2 counts. Count 1 - Manufacturing methamphetamine. Count 2 - Persistent felony offender, 1st degree.

  • Bobby Trosper (03/26/1982) Indictment No. 15-CR-00141-002. Charged with 1 count. Count 1 - Manufacturing methamphetamine.

  • Thomas Roark (09/21/1962) Indictment No. 15-CR-00141-003. Charged with 1 count. Count 1 - Manufacturing methamphetamine.

  • Bobby Helton (07/29/1964) Indictment No. 15-CR-00142. Charged with 1 count. Count 1 - Sexual abuse, 1st degree.

  • Thomas Bailey (08/10/1985) Indictment No. 15-CR-00143. Charged with 3 counts. Count 1 - Sexual abuse, 1st degree. Count 2 - Sexual abuse, 1st degree. Count 3 - Sexual abuse, 1st degree.

  • Matthew Sullivan (12/14/1965) Indictment No. 15-CR-00144. Charged with 2 counts. Count 1 - Bail jumping, 1st degree. Count 2 - Peristent felony offender, 2nd degree.

  • Melinda Shaffer (01/28/1976) Indictment No. 15-CR-00145. Charged with 2 counts. Count 1 - Bail jumping, 1st degree. Count 2 - Peristent felony offender, 1s degree.

  • Kaywood Smith (09/04/1979) Indictment No. 15-CR-00146. Charged with 2 counts. Count 1 - Bail jumping, 1st degree. Count 2 - Peristent felony offender, 1s degree.

  • Billy Taylor (04/27/1972) Indictment No. 15-CR-00147. Charged with 1 count. Count 1 - Bail jumping, 1st degree.

  • Dennis A. Banks (09/26/1987) Indictment No. 15-CR-00148-001. Charged with 7 counts. Count 1 - Possession of a controlled substance, 1st degree. Count 2 - Possession of a controlled substance, 1st degree. Count 3 - Possession of a controlled substance, 1st degree. Count 4 - Possession of marijuana. Count 5 - Cultivating marijuana. Count 6 - Trafficking in marijuana under 8 ounces. Count 7 - Possession of drug paraphernalia.

  • Rikki L. Brassfield (06/19/1990) Indictment No. 15-CR-00148-002. Charged with 7 counts. Count 1 - Possession of a controlled substance, 1st degree. Count 2 - Possession of a controlled substance, 1st degree. Count 3 - Possession of a controlled substance, 1st degree. Count 4 - Possession of marijuana. Count 5 - Cultivating marijuana. Count 6 - Trafficking in marijuana under 8 ounces. Count 7 - Possession of drug paraphernalia.

  • Melinda Belt (09/18/1992) Indictment No. 15-CR-00149. Charged with 1 count. Count 1 - Theft by unlawful taking, firearm.

  • Dwayne Padgett (08/03/1984) Indictment No. 15-CR-00150. Charged with 1 count. Count 1 - Manufacturing methamphetamine.

  • Kevin A. Russell (11/08/1977) Indictment No. 15-CR-00151. Charged with 1 count. Count 1 - Manufacturing methamphetamine.

  • Todd Lynch, Jr. (03/24/1995) Indictment No. 15-CR-00152. Charged with 2 counts. Count 1 - Burglary, 3rd degree. Count 2 - Theft by unlawful taking over $500.

  • Jason Lee (10/26/1977) Indictment No. 15-CR-00153. Charged with 1 count. Count 1 - Bail jumping, 1st degree.

  • Ryan Smith (05/31/1984) Indictment No. 15-CR-00154. Charged with 1 count. Count 1 - Fraud or false statement in obtaining benefits.

  • Jason Lee (10/26/1977) Indictment No. 15-CR-00155. Charged with 3 counts. Count 1 - Criminal possession of a forged instrument, 2nd degree. Count 2 - Criminal possession of a forged instrument, 2nd degree. Count 3 - Criminal possession of a forged instrument, 2nd degree.

  • Tim A. Lloyd (08/06/1979) Indictment No. 15-CR-00156. Charged with 3 counts. Count 1 - Terroristic threatening, 2nd degree. Count 2 - Tampering with physical evidence. Count 3 - Persistent felony offender, 1st degree.
