Columbia man jailed on drug charges By Ofc. Josh Brockman, Public Information Officer Columbia Police Department, Chief, Jason Cross On September 6, 2015, at 8:35pmCT, CPD Ofc. John Dial was dispatched to Burkesville street on an intoxicated persons call. Upon arrival officer located 19 year old Howard James of Columbia, KY who was determined to be manifestly under the influence of an intoxicating substance. James was arrested on Public Intoxication, Possession of a Controlled Substance, and Prescription Controlled Substances not in Proper Container. James was lodged in the Adair County Regional Jail by CPD Ofc John Dial. *** An arrest is not a finding of guilt.
