We'll be hoping for comments from those better acquainted with the system. It is basically a program to register items with law enforcement, which are used as collateral or sold to pawn shops, salvage yards, and other businesses dealing in used merchandise. Some in law enforcement strongly advocate the program. Many in the affected business say it's unnecessary red tape, that the net result would be fewer stolen items recovered, and that the company hustling the softwear will be the real beneficiaries. - E.W.
