Adair Board of Education organizes for 2015 In last night's Thu 15 Jan 2015 Adair School Board Meeting
Click on headline for complete story with photo(s) By Ed Waggener The Adair County Board of Education meeting played to a packed Board Conference room in the first session with newly elected members Terry Harvey (Div 1) Lisa Burton (Div 3), participating, joining incumbents Quin Lasley (2), Floyd Burton (4) and Mike Harris (5). Superintendent Alan W. Reed presided until the election of the Board Chair. Board Chairman Floyd Burton was re-elected, unanimously, with Mr. Burton abstaining, as board chair, on a motion by Quin Lasley, seconded by Mike Harris. Quin Lasley was uninanimusly elected vice chair (4-0 with Lasley abstaining). Superintendent Reed was, as is customary, re-elected as Secretary to the board for 2016. New time set for meetings The Board moved to an earlier time for meetings, adopting a 6pmCT time. The regular meetings will continue to on each 3rd Thursday. This time brought smiles to the faces of media press, and was favored by teachers and staff, Mr. Reed, Board Attorney Jeff Hoover, and all the board members. It was noted that the earlier time would make it easier for visitors from the Eastern Time Zone to attend. Board approves two Chinese language teachers Adair County Schools Instructional Supervisor Phyllis Curry, introducing what she said was the most exciting innovation in her tenure, gave the case for approving Adair County's entry into the Western Kentucky University's Confucious Institute and accept fully certified Chinese language teachers. Acceptance of the teachers will help Adair County schools meet state guidelines for language requirements. One of the teachers will be at Adair County High School, another at Adair County Middle School. Most of the cost for the two teachers will be borne by WKU, Curry said. The district will pay only $16,600 a year for both teachers, and, with a requirement that the teachers be furnished suitable housing, the total cost will be around $22,000. Curry said that similar programs are already in place in nearby districts Taylor County, Metcalfe County, and Monroe County. "They are all reporting good results," she said. Superintendent Reed noted that Chinese is becoming an important language in today's world. "After all," he said, "they are the No. 1 trading partner with the United States," he said. At present, the District offers only Spanish as a foreign language. The vote to join the Confucius Program was unanimous, with a 5-0 vote on a motion by Mike Harris and a second by Lisa Burton. David Jones: Maintenance finds $3,000 fix for $100,000 boiler problem David Jones, Plant Operations Director, for the District, brought good news on an urgent problem to remedy a boiler problem at Adair County High School. He said a boiler expert hired to recommend the remedy for problems in the Adair County High School boiler found a problem which had been present since a an earlier repair, when a copper-to-steel repair was made improperly, allowing galvan corrosion to occur. Jones said that the estimated cost of the repair will be around $3,000. Work on the repair will be scheduled when classes are not in session, he said, and should be completed within a few weeks. This repair will allow the heating system to work properly, will require less energy, will be safer, and will extend the life of the boiler, he said. Mr. Jones gave a slide presentation of work completed and ongoing at the new Satellite Technology Center. He said that local contractor Blake Hatcher will construct a new gravel surfaced parking lot, soon. He said that the school's new "Just LEAD" logo has been affixed to most of the Plant Operations vehicles and equipment. Steve Turner updates board on Technology progress, needs Steve Turner, the head of the districts technology department gave a report on advances the district has made and plans for improvements. Board accepts KETS technology assistance The board unanimously accepted a KETS technology matching grant of $18,927.00 for Fiscal year 2015. The money must be spent in three years or be returned. In past years, expenditures have often been down to the wire, awaiting available matching local funds, but not, there is no such panic spending. Renae Smith, Finance Officer, said that now the district is generally finding matching money sooner, and is almost caught up. Among recent and planned improvements:
Board votes to give Rank I pay to Certificated Speech and Language Pathologist The board voted unanimously to give Rank I pay - and increase of about $5,000 for a Speech & Language Pathologist. Instructional Supervisor Phyllis Curry noted that the specialists who have gone the clinical route, rather than the academic one, have a advantage in being able to bill medicaid for many of their treatments. The District is able to bill approximately $20,000 per year. The board accepted the reasoning that the pay increase is more than compensated for by medicaid re-imbursements, and felt that the increase was well worth the extra pay as a retention incentive. Financial matters Superintendent Reed said that the board is facing further funding decreases this year, but still maintains adequate reserves. The board okayed monthly financial updates, and approved a draft budget for 2015-15, which anticipates a $100,000 cut in the state's SEEK program. Board approves joining 27 other Race to the Top District in pilot project The Board approved participation by the District to join with 27 other Race to the Top Districts in a pilot training project.
