Adair School Board report, regular meeting 18 Dec 2014

Actions taken in the regular 3rd Thursday December meeting include
  • Board votes to establish new CTE Pathway in Aerospace Education at ACHS
  • Superintendent Alan Reed will pursue no cost agreement with Columbia/Adair Co. Airport for use of facilities
  • Board approves two (2) stipends per year for co-facilitators for Air and Space Institute for 2015-16 School Year

The December 2014 regular meeting of the Adair County School Board was a landmark occasion, with the decision to establish a new CTE Pathway in Aerospace Education at Adair County High School, the announcement that the Technology Center and new bus canopies for Adair County High School and Adair County Elementary School are complete. As well, the board moved hired the architects for a new bus garage, and accepted a proposal for new conditioning equipment for the athletics department. And, the board accepted Superintendent Alan Reeds recommendation for the make up of the Local Long-term Facilities Planning Committee which will address district plans for a new facilities.




Dr. Tim Smith presents CTE Aerospace Technology proposal

Dr. Tim Smith, founder of the Institute for Aerospace Education gave an overview of the program, which will offer paths to careers in aviation field as well as a college ready pathway, or both. The IAE charges districts an annual fee of $4,750 per year and obtains funding from colleges and other sources to fund the institute.

The program includes career ready jobs in the Aerospace Industry, and so far, Dr. Smith said, placement has been nearly 100%. For those going on to college, up to six hours of dual high school/college credit is available to seniors in the program for no tuition. Students only pay for books.

Many students become pilots while in the program. Students would have some flight fees, he said. Dr. Smith said that feedback shows a 100% graduation rate for program participation. He said air and space students get 17% higher scores than state average, that their Average ACT scores meets College readiness benchmarks in math and science, and that 75 percent of the students pursue STEM (science, technology, engineering, and math) after high school.

He said that the field is big in Kentucky, that the state is now the No. 3 state in value of aerospace manufacturing, behind only Washington State and California, and is poised to surpass California.

Dr. Smith said that Air and Space schools within the IAE network are already have phenomenal success in neighboring Taylor County and Metcalfe, and in nearby Monroe County. The board was told by Career Readiness Director Robin Loy that the program was one which the system simply could not pass up.

The board agreed, and voted unanimously, on a motion by Mike Harris, with a second by Quin Lasley, to approve the funding for the program, which is planned to begin in the 2015-16 school year.

Technology took center stage

Technology took center stage. Superintendent Reed announced that the new lab for Adair County Middle School has been ordered and that the board is prepared to purchase new switches/routers - enough to replace every switch in every closet in every school, by April 2015, at a cost of $150 per switch. "We're over engineering to meet future demands, for up to 6,000 personal devices and desktop computers throughout the campus," he said. "Nobody had any idea we'd ever have the number of personal devices we have when our old switches were installed. With the new system, we'll be able to handle up to 6,000 devices."

Facilities Planning Committee in place

The Board voted to hire Sherman Carter Barnhardt, Architects, to design the new bus garage. The project will cost $1,300,000. Actual construction cost is esttimated at $,111,225,225, with $76,674.53 for architect's fees. He announced that the membership on Adair County Schools planning committee is now complete. It includes the following:

The make up of the committee was approved 5-0 on a motion by Greg Willis (1), with a second by Joseph Payne (3).

Mr. Reed said the committee will meeting over the next four-six months formulating plans for facility needs in the coming years.

Building and grounds update

David Jones reported that a boiler upgrade for Adair County High School was near a recommendation, but was not ready for last night's meeting. He said that there is a possibility that the recommendation will be to renovate the existing boiler rather than replace it.

He and Architect Gabe Jones reported that the Canopies were installed and that the new Technology Center is in the cleanup phase, and that equipment for the center will be installed over the Christmas holidays, in time for the center to be in use in January, if all goes to plan. Blacktopping around the Technology Center is complete, he said.

Board approves strength and conditioning equipment for athletic department

Adair County Head Football Coach and Assistant Adair County Principal Travis Gay along with several other members of the Adair County School District Athletics Department presented a plan for new conditioning equipment, and recommended a proposal from The Equipment Guys, for a $24,325 package, which the board unanimously accepted on a motion by Mike Harris (Div 1), seconded by Joe Payne (3) with Chairman Floyd Burton (4), Quin Lasley (2), and Greg Willis (1) affirming in the 5-0 voice vote.

The board voted to purchase the equipment on a single payment rather than financing the buy over three years. The equipment should have use cycle of a least 20 years, Coach Gay said, with little or no upkeep costs.

The equipment includes, among other things, an Air Bike, weight room equipment, medicine balls and rack, hand exercise equipment. The weight room will be co-ed, accommodating both men's and women's sports. Up to 60 athletes can utilize the equipment at one time, Coach Gay said.

It will arrive in a similar color scheme to that used as a recent installation by the Equipment Guys at the Scottsville-Allen County High School. Coach Gay pointed to the swoosh A logo his jacket and said that would be affixed to the equipment. The new equipment will be safer, he said, and, if experience follows that of other schools who've installed new conditioning equipment, Adair County Sports will be seeing more victories in all sports. The program presented had the endorsement of all sports coaches.

Board approves Superintendent evaluation

The board quickly approved the evaluation of Superintendent Alan Reed's performance, by a 5-0 vote.

Dr. Tim Smith presents Air & Space Academy to Adair Board

Dr. Tim Smith, a native of Pine Knott, Kentucky, and founder of Kentucky-born Institute for Aerospace Education, presented plans for establishing a new Career Path and College preparatory pathway in Aerospace Education at Adair County High School. The Adair County Board approved the recommendation unanimously. The local program will be bolstered by Aerospace programs already in place at Taylor County High School, Metcalfe County High School, and Monroe County High School. Networking is important in the program, Dr. Smith said. Student involved become more than classmates, he said. Gerald Jones accepts award from David Jones

Gerald Jones, left, who oversaw building of the Technology Career Center and the installation of bus canopies for Adair County High School and Adair County Elementary School, received special recognition from Adair County School District Buildings and Grounds Superintendent David Jones. David Jones said that only rarely do paths cross where one meets a man as extraordinary as Gerald Jones. "We did not get one complaint during the projects," David Jones said. "He did the canopies in sections to minimize interference with regular school traffic. He poured concrete at night and on weekends. And not one time did he ever complain." David Jones added, "I hope he's in charge of the new bus garage." The bus garage project moved forward last night, Thu 18 Dec 2014, with the decision to hire the architectural firm of Sherman, Carter & Barnhart, Architects, of Lexington, KY for the project. David Jones said he's hopeful the project will be complete by opening day for the 2015-2016 school year. -EW

Joseph Payne recognized for service to Adair school board

Outgoing Division 3 School Board Member Joseph Payne was presented a plaque recognizing his eight years of service, 2007 through 2014, on the board. Superintendent Alan Reed noted that Payne's service was during an era of great progress, an unprecedented building era, and a time of transformation, when, with dwindling aid money, progress was made. Mr. Payne leaves office December 31, 2014. His successor, Lisa Burton, was among a large number who attended last night's meeting, Thu 18 Dec 2014. - EW

The Aerospace Pathway: Career and/or College Ready

Dr. Tim Smith, CEO of the Institute for Aerospace Education, soon to be the National Aerospace Institute, presented this graphic to show how the Aerospace program works in member schools. Students start out exploring all fields, then are trained in multiple areas, and make a decision in the junior year of chosen pathway. In the senior year, six hours of dual/college credit and industry certifications can be earned. A huge plus is that the dual credit hours are free. Students in the programs need buy only textbooks. - EW

No one was more excited than Buddy Sewell, right, about the Aerospace Pathway. Sewell spoke with IAE founder Dr. Tim Sewell after the meeting. Sewell had been recognized in the audience by Supt. Reed, who quipped the Cane Valley had been around since about the time of the Wright Bros. Reed also recalled that Sewell had served eight years on the Adair County School Board.

PocketQube project in the IAE program

Dr. Tim Smith used this photo to illustrate how far students in the new Air & Space Institute might be able to go - in high school. This PocketQube project, pictured above, is a made-in-Kentucky-satellite actually capable of launching into earth orbit. This one cost about $100,000, Dr. Smith said, and was built at Morehead State as an entry in PocketQue competition. He said that, with miniaturization, satellites can be built which will fit in the palm of one's hand. The PocketQue company sells satellite kits for around $20,000, we've found since the meeting. Putting that in perspective, that's one-fifth the cost of the average Adair County bridge, four time the cost of a single City/County 4th of July Fireworks project, or half the cost to local government for City of Columbia Diamond Reo concert, so maybe a satellite launch is something - if India can go to Mars, why can't we have our own earth satellite - the Adair County High School Air & Space Institute, maybe in cooperation with neighborhood aerospace programs at Metcalfe County, Taylor County and Monroe County High Schools to carry out next year and launch from a cape on Green River or Barren River Lakes. Probably, if Michael Campbell were still here, he would already have one built, at a cost of around $100, with parts from e-Bay. Comments? Schools participating in the Institute for Aerospace Education

Students in the program can obtain up to six hours of dual High School/College credits at no cost except tuition at some of the schools above: Northern Kentucky University, Kentucky State University, Embry-Riddle Aeronautical University, Morehead State University, the University of Kentucky, Eastern Kentucky University, Middle Tennessee, and, right close to home, Somerset Community College, a KCTCS school.
