Adair Co. Flex Money, received, allocated equally among Fiscal Court members

District 4, shunned in the first political Discretionary Road plan, and which subsequently received a large allocation after CJE Ann Melton's first option was adopted Friday evening 26 Sep 2014, gets another big boost with allocation from CJE Flex money, to blacktop a high priority section of Greenbriar Road. The annual Flex Money for County Highways has been received from the KY Transportation Cabinet in the amount of $309,526 and has been split eight ways, with $39,000 for each member of the court, including CJE Ann Melton, a voting member (if she chooses) of the court.

One badly needed project, the Marlo Campbell Road, included in the first political Discretionary Funding $385,000, was moved to Flex Funding by Magistrate Harold Burton. Magistrate Billy Rowe (7), who lost a low rated road, Taylor Ford Road, from the first political Discretionary Funding list of roads, at one time the largest in the package, chose to spend his flex money on two stretches of Keltner Road, on which his own residence and farms front.



> CM has requested a list of roads that Magistrates will improve with moneys Districts 1, 2, 3, 4, and 7 will receive, but yesterday, Monday, 29 Sep 2014, that list was unavailable. Readers have asked that list be printed, to see if any political roads, previously rejected by State Inspectors, might get through a different, District 8, rating system. That list will be posted when received.

The money has been designated for the following roads:
  • District One - (Harold Burton) - Marlo Campbell Road (CR-1018) from Allen School House Road N to end of County Maintenance beginning at MP 0.00 Ending at MP 0.910. 0.910 miles of bituminous Resurfacing. - $39,000.
  • District Two - (Daryl Flatt) - Walls Road (CR-1280) From KY 80, S 0.577 miles. Beginning at MP 0.00, ending at MP 0.577. bituminous resurfacing of 0.580 miles. $39,000.
  • District Three - (Sammy Baker) - Chance Road (CR-1181) From 0.503 Miles SE of KY 1952. SE 0.757 miles. Beginning at MP 0.503- Ending at MP 1.260. 0.760 miles bituminous resurfacing. $39,000.
  • District Four - (Perry Reeder) - Greenbriar Road (CR-1302). From 1.500 Mi SE of KY 533, SE 0.500 miles. Beginning at MP 1.500, ending at MP 2.00. Bituminous resurfacing, 0.500 miles. $39,000.
  • District Five - (Billy Dean Coffey) - Old Gradyville Road (CR-1336) 0.260 miles. Beginning at MP 0.000, Ending at MP 0.260, bituminous resurfacing AND Keltnertown Road (CR 1329) from 1.150 $39,000.
  • District Six - (Joe Rogers) - Johnston Road (CR 1434). from Ky 682 NE to Bridgewater Road. Beginning at MP 0.000, Ending at MP 0.532. Bituminous resurfacing, 0.530 miles. $39,000.
  • District Seven - (Billy Rowe) - Keltner Road (CR-1511) from KY 55 S. 0.222 mile. Beginning at MP 0.000, ending at MP 0.222. Bituminouse resurfacing AND Keltner Road (CR 1511) 0.210 Miles Beginning at MP 0.454 and ending at MP 0.564. Bituminous Resurfacing, 0.210 mile. $39,000.00
  • CJE Ann Melton - as County Judge Executive Judge Melton is a voting (if she chooses) member of Fiscal Court. One share of the Flex Money, $39,000 was allocated to her discretionary spending. She chose to apply part to the Marlo Campbell RoadBird Road in District 4 (Perry Reeder). That project is 0.346 miles, Bituminous resurfacing.
While these projects are all expected to be state ratings standards, "Concurrene must be obtained by the County through the District 8 Chief District Engineer in Somerset, KY, prior to the awarding of any contract for work or materials to be used on this project," according to the Agreement between the Kentucky Transportation Cabinet and Adair County.
