FRANKFORT - Kentucky State Police added 11 troopers to the agency roster August 1, 2014, as part of the 'Trooper R Class' Program, which is defined as a Kentucky State Police officer, who retired from service as a commissioned officer under KRS Chapter 16. Troopers falling under this classification are employed on a contractual basis and are vested with the powers and duties of any peace officer commissioned under KRS Chapter 16.

To be employed as a Trooper R Class, a Chapter 16 retiree must have retired as a member of the State Police Retirement System with at least 20 years of service credit; have been separated from service for a period of no less than one month and no more than 60 months; have retired willingly with no administrative charges pending and have retired with no pre-existing agreement with the Kentucky State Police to return to work for the department.

"The Kentucky State Police is the leading law enforcement agency for the Commonwealth of Kentucky," KSP Commissioner Rodney Brewer said. "Becoming a Trooper for the second time is much more than just a job, it is a second opportunity to serve the citizens of the Commonwealth with the same traditions of honor, courage and commitment that have made the agency great for more than 60 years."

The following units were appointed Trooper R Class and assigned to these posts: Paul D. Oldham to Post 4 Elizabethtown; Donald L. Perry to Post 10 Harlan; David B. Decker, Joseph R. Johnson, and Michael B. Carnahan to Post 12 Frankfort; William P. Baker and John L. Pratt to Post 11 London; Jerry W. Bailey, Kevin B. Guier and Stephen T. Thomas to Post 13 Hazard and Samuel R. Little to Post 14 Ashland.
