Adair County School Board report, April 17, 2014 regular meeting


  • Jennifer Nuntavong, Ashley Curry, traffic and safety problems around Adair County Primary Center; suggest crosswalks, sidewalks, more parking and some one-way traffic
  • Geothermal problems corrected by subcontractor; district gets extended warranty at no additional cost

The Adair County School Board moved through it's agenda items in rapid fire order, but items not on the agenda got larger attention, including an announcement that the Adair Band will finally get its own practice fields. Public comments speakers challenged the board to address the need for safety, sidewalk and traffic patterns around Adair County Primary Center.



Parents ask for safey, parking improvements at Adair County Primary Center

Jennifer Nuntavong and Ashley Curry, parents of ACPC students, came before the board to ask that problems related to the traffic patterns, parking, sidewalks be addressed.

Nuntavong asked for immediately, more crosswalks in the parking areas; more sidewalks to the school, additional parking when funds become available.

Board members said that the need for additional parking had been anticipated, that the same thing had occurred when the ACES school was built.

The problem at ACPC was somewhat more problematic, Nuntavong told them, because so many more of the parents of younger students take them to school and pick them up afterward.

She said that crosswalks, the top priority, would not require construction, "Just paint," she said, and volunteered to help with the painting if necessary. She asked for the district to study traffic flows, with more one way traffic.

The agreed that some huge problems exist and that they will be addressed.

Supt. Reed said that the district had wanted to see the needs first, and then complete the building of additional parking, sidewalks, and other physical improvements. "Dr. John Begley used to tell me that you don't pour sidewalks until you see where people walk."

Superintendent Reed reports extended warranty on ACPC Geothermal system

Mr. Reed said that M & W Drilling had corrected problems related to the Geothermal system at the Adair County Primary Center, and had agreed to his suggestion that the district be compensated in some ways for problems with the original installation. He reported that the sub-contractor offer to extend the 5 year warranty from 5 years to 10 years.

Buildings and Grounds update

A preliminary sketch of the planned ADAIR Band practice fields for the Commonwealth's premier Marching Band Program, was presented showing the fields sites which will include the area now occupied by the old Col. Wm. Casey and John Adair Schools. The construction of the Practice fields will eliminate conflicting needs of the Adair County Baseball Team and the Adair Band.

A grass practice field with truck/van access adjoining the band storage building should be ready by opening of school in the fall of 2014. Band parent Mike Talley, who manages the massive Lindsey Wilson Sports Park, will supervise the grass sowing and initial care.

Superintendent Alan Reed reported that Talley is confident a good stand of grass will be ready by fall. Behind the grass practice field will be a paved practice field which may be only partially complete' it will utilize some existing pavement at the start of school. The existing Raymond Lacy Music Building and the band storage building will be a part of the music/band complex. Reed said that savings in demolition costs for John Adair and Col. Wm. Case are coming in under budget, and will approximately finance the practice fields. He said that in-house pre-demolition work, such as removal and re-use of florescent by the maintenance department saved approximately $24,000.

State is fast tracking construction of the Satellite campus, new canopies for ACES and ACHS

Supt. Reed said that the Kentucky Department of Education's Buildings & Grounds have given top priority and quick action on approval of paperwork submitted, and said that bid specifications will be advertised shortly for the Satellite Campus and for the canopies for ACES and Adair County High School. The work is scheduled for completion before the start of the 2014-15 school year.

Satellite campus saved by legislators

Mr. Reed said that the Satellite Campus was dead in the water when the governor's budget was announced, that there was no money mentioned for the two teachers the district had been promised. "We were about to build a $1.2 million facility which would have been dead in the water without the teachers." He said that State Representatives Bam Carney and Jeff Hoover worked successfully to get the money allocated. "Not only did they save our teachers, he said, "but in the end all 25 similar requests across the state were funded.

Return of drug testing delayed for committee report

The spector of drug testing reared its head again, revived in the wake of positive publicity received by the Columbia Police Department with its recent Operation Spring Cleanup drug arrests.

Superintendent Reed suggested that random tests of all, including the superintendent, teachers and staff and all students might need to be re-instated, and offered to be part of the pool of targets in random sampling.

But board attorney Jeff Hoover told the board that there are limitations on the practice, that it is restricted now to certain personnel who performance affects the welfare of children, such as bus drivers, and for students in extracurricular activities or who have special privileges, such as students who drive to school.

Band has course credit, and members would not be subject to random drug tests, he said. He also told the board that it would be easier to implement pre-employment requirements than to change the law on those already in certified - except for bus drivers - and for all teachers and staff. A committee will look at the situation with suggestions for the next meeting.

No mention was made of what testing firms might be invited compete for the business. Drug testing was last done through PremierTox Laboratory of Russell County.

Governor's Scholars names released

Superintendent Alan W. Reed announced the names of six Adair County High School Students who will attend Governor's Scholars Programs in the Summer of 2014. They are:
  • Brittany N. Curry
  • Andrew "Riley" Grant
  • Sarah A. McQuaide
  • Aaron M. Taylor
  • Jessi B. Taylor
  • Timothy W. Watson
The list shared was prepared by Ann Young, guidance counselor at Adair County High School. Adair County High School Students now have 39 Career Path Choices

Superintendent Reed present a list of Career Pathways available. He said that every student leaving Adair County High will be Career Ready, and that it is the goal of the school that they be College Ready.

Career Pathways areas include a pilot program for the state for Energy Technology, taught at the LWC/AC School District's Energy Technology Academy; Family and Consumer Science Education Pathways; Agriculture Education Pathways in Animal Science and AgriBiology; Business Education Pathways; Health Sciences Pathways; Welding Pathways, all taught at the Columbia campus.

Pathways available at the Lake Cumberland Area Technology Center include the Carpentry Pathway; Transportation Pathway, Electricity Careers Pathways; and Industrial Maintenance Technology Pathway.

"We want students to also be college ready. We also know that even college graduates are more secure if they have a vocational career background just in case." Effort to save on Sick Leave costs may top $100,000 for year

Superintendent Alan Reed reported that efforts to improve attendance figures for staff as well as students had paid off handsomely. A report chart showed a reduction in substitute teacher costs down from $420,980.25 for the comparable period in 2013, to $333,074.07 for the like period, September through March, saving the District $87,906.21 or 20.88%, because of increased teacher attendance. The savings should mean pay raises for teachers for the first time in several years.

Supt. Reed presents ACPC with plaque won for school design

New ADAIR Band Practice Field will go on CWC, JAIS site
