Fatal Collision in Russell Co., KY, takes life of 26-year-old driver Accident occurs on Parks Ridge Road, Eli, KY By TFC Billy Gregory, Public Affairs Officer Kentucky State Police Post 15, Columbia, KY RUSSELL SPRINGS, KY - Tpr. Nick Hale is investigating a collision that occurred Sunday, March 2, 2014, at 6:16amCT on Parks Ridge Road in the limits of Eli. 26-year-old Zachary Neal Stephens, of Russell Springs, was operating a 1984 Ford truck, traveling east on Parks Ridge Rd, when he ran off the roadway, through a fence and struck a tree. Stephens was not wearing a seatbelt and was pronounced dead at the scene by the Russell County Deputy Coroner.
