Adair Co. Board of Education meeting Dec. 19, 2013 report In last night's Board of Education meeting
Click on headline for complete story By Ed Waggener With a bare quorum of three members present, Chairman Floyd Burton (Div. 4), and Members Greg Willis (1) and Joseph Payne, (3) the Adair County Board of Education met briefly last night made several important decisions moving along the campus transformation which has followed reconfiguration. Most importantly, approval of BG-1 (BG=Building and Grounds, Kentucky Department of Education) forms for the new Lake Cumberland Area Technology Center Satellite Campus addition to the Vo-Ag Building and for the deconstruction of John Adair Intermediate School (JAIS) and Col. Wm Casey (CWC). The approval for the Vo-Ag Building passed unanimously with little discussion, 3-0, on a motion by Greg Willis, with a second by Joseph Payne. The board also approved the revised District Facility Plan, incorporating the changes for the Vo-Ag addition, on a motion by Joseph Payne, with a second by Greg Willis, and approved the measure 3-0. More explanation was given on the deconstruction of JAIS and CWC, which is termed "Phase II of the Adair County Primary Center construction" project. Superintendent Reed told the board that the architect's estimate of the project is $475,000 and that is the figure being submitted, to be paid for through the issuance of bonds. However, he believes that the bids can come in at a considerably lower cost and that he was basing that on the high interest shown by prospective bidders. The vote to approve the BG-1application was 3-0, on a motion by Joseph Payne, with a second by Greg Willis. Board approves revised calendar, adding one day to school year Director of Pupil Personnel Robbie Harmon presented a revised 2013-2014 School Calendar, amended to make up for a lost snow day on December 10, 2013. His recommendation, approved by the board, was to simply add one day to the close of school. The school year with the revisions will end for students on May 19, 2014, and for teachers and staff on May 20, 2014. Superintendent's Report Superintendent Reed reported that the Career and College Ready certification had been earned by 75 students as of 2:45pmCT, Thursday, December 19, 2013. "As Shamarie Claiborne had publicized in the media," he said, "the students now see earning this designation as a badge of honor." He added that 75 exceeds by 5 the total number of students to earn the certification last year. He reminded the board of the effect the Race to the Top money is having on the schools, and the good fortunate the the district was to be one of 22 to share in $24 million dollars in Race to the Top money. Mr. Reed said the hearing for the Satellite Campus had exceeded all expections, with 61 signing in for the event and attendees supporting the satellite school came from all walks of lie. "This is going to mean good jobs for our graduates. It will help stop the brain drain from the county. It's a plus-plus, win-win for all concerned. He told the board that attention to the needs of individual students was exemplified when 100 students were help to reschedule classes so that could add courses to increase their likelihood of acceptance in college and success after they get there. He reminded the board of other accomplishments this year in the district, including having a Tobacco Free Campus, being one of the first districts in the state to raise the mandatory school attendance age to 18, and told the board that Adair County will be one of the few rural districts taking part to Louisville area and Northern Kentucky Districts in a pilot program to have successful business mentors available. Board hears complaint of grandmother about student's treatment The board heard complaints by All Walkup about treatment she called unfair and which resulted in her grandson being denied a chance to play on Adair County Middle School's basketball team and is nearing a stage when the grandson may transfer from the Adair County School District. Superintendent Reed offered to mediate the situation with an eye toward keeping the student in the community and on the team. Board approves change to Superintendent's Contract to comply with Affordable Health Care Act The board made a dollar neutral change in Superintendent Alan Reed's contract, eliminating the payment of $110 per month for disability insurance for the superintendent, and and a like amount to his salary. The board was told that under the Affordable Health Care Act, if a benefit were offered to any employee it would have to be offered to all. Board Member Joseph Payne requested the finance officer, Renae Smith, to calculate the cost of providing disability for all employees for the board to consider whether that might be affordable. Board approves Comprehensive District Improvement Plan The board unanimously approved 3-0 the Comprehensive District Improvement Plan presented by Instructional Supervisor Phyllis Curry.
