"America's Mayor" started the "Broken Window" approach which ultimately led to a huge drop in NY's crime rate. What kind of community would we be if we became so selective as to what types of crime and criminals we sanctioned pursuing? Cruelty to animals has been cited in many studies as a precursor to "more serious crimes" but I think that someone so callous as to mistreat a defenseless young animal has already crossed the line. As a final thought, the current Sheriff's department seems to be able to handle multitasking a wide variety of malfeasance very well indeed.
