Recall petition certification probable, but may be squeaker Clerk Sheila Blair expects decision can be made as early as Wednesday, and no later than Friday, November 6, 2009; election like in the December 8-23, 2009 timeframe By Ed Waggener The Nickel Tax Recall Petition validation is doing more poorly than had been expected. Half the precincts have been checked in the Nickel Tax Recall petition, and, though the petitioners have only slightly over 41% of the valid signatures needed, County Clerk Sheila Blair said that the the petition's success is probable, given the high number of signatures in the remaining eight precincts. The validation process started Thursday, October 26, 2009, the day the petition was filed. Clerk Blair said that she had hoped to have the decision on the certification by Wednesday, November 4, 2009, but said it may take until Friday of this week. As of 4:00pmCT, 311 signatures had been validated. The recall needs 755 valid signatures to make an election necessary. Precincts checked so far are North Columbia, S. Columbia-Harmony, South Columbia No. 2, Glens Fork-Melson Ridge, Sparksville-Harmony, Gradyville-Nell, and Ozark. But the outlook is that the petition will find the other 444 valid signatures in the remaining precincts of Knifley, Cane Valley-Holmes, White Oak, Little Cake, Milltown, East Columbia, and Eunice-Pellyton. The School Board has already approved calling for an election should the petition be certified. Clerk Sheila Blair said that the time frame for the election is 30-45 calendar days from the date of certification, which would put the election approximately in the December 8 to December 23, 2009 window. Already, momentum is growing for an all-out effort to win passage for the tax, which would dramatically leverage county resources to allow the District to build a new Casey Elementary School, a new school bus garage, a new track and soccer field, and make other improvements.
