COVID-19 questions and answers from LCDHD

A media Zoom meeting was held on July 1st, 2020 so Lake Cumberland District Health Department representatives could answers questions from the communities in Adair * Casey * Clinton * Cumberland * Green * McCreary * Pulaski * Russell * Taylor and * Wayne Counties.

Questions and answers follow, starting with Dr. Christine Weyman, Medical Director

If a person was exposed to COVID19 and are contacted (by a contact tracer) and can definitely remember that at the time they were wearing a mask, would they be required to self-isolate?
-Every case is different, it may depend on how long the exposure is, at what distance, in-doors or out etc-however a surgical/ cloth mask mostly protects the "other" person rather than the wearer. So yes we would quarantine a contact and require them to self monitor for symptoms.



Questions continuing from the July 1, 2020 meeting:

1. What is the norm when it comes to symptoms of COVID-19 for small children? Is Public Health seeing a difference in symptoms in youth verses adult? What do parents with young children need to look out for when it comes to COVID-19?
- Studies show that most children either are asymptomatic or have mild disease. Symptoms, if present, are similar to adults - fever, respiratory symptoms and fatigue.
- A very rare complication is the Pediatric Inflammatory Multisystem Syndrome which occurs in children who have recovered. It presents with fever, gastrointestinal symptoms, conjunctivitis and rash and swollen hands and feet; it requires hospital admission and treatment. It is similar to the Kawasaki Syndrome. This condition is not contagious and is caused by an overactive immune system.

2. If a vaccine was developed and ready to be provided to the general public, how long after development could we see those vaccines being offered in our communities?
- From everything I read if all goes well with the phase 3 studies there may be a vaccine available in early 2021.

3. If you think you may have been exposed, possibly at a doctor appointment, due to travel, or a gathering, how many days after possible exposure should you get tested? If you get tested too soon, is it possible to receive a false negative?
- If you think you have been exposed you may become symptomatic around 5 days after exposure, but it can be as late as 14 days after. That is why we quarantine people for 14 days after exposure. I do not recommend getting tested unless symptoms occur however if you are going to get tested then about 4-5 days after exposure.

4. How long after a deceased COVID-19 person is gone before it's okay to handle the items in their home?
- The windows should be open to allow for ventilation and fans should be used. After 24 hours sanitizing of the surfaces can be done using gloves and a gown. Use a 1000 to 5000ppm bleach solution, or 1 and 2/3 cups of bleach per gallon of water.

5.Do people who travel out of state for vacation have to self-isolate for 14 days when they return?
- As of right now the Governor has asked that anyone who has traveled to the Myrtle Beach area should self-quarantine when they return home for 14 days.

6.Do people who travel out of state for vacation have to stay home from work for 14 days when they return?
- The recommendation as of today is only for the Myrtle Beach area

7. How do masks REALLY work? If everyone wears one, are we pretty much protected? Does my mask really only protect others from me or does it afford me some protection as well?
- The best protection is distancing, however surgical and cloth masks do protect you to some degree but their purpose is to prevent you from spreading droplets containing virus particles to others. The best protection would be if both parties wore masks. N95 respirators protect the wearer but they must be fit tested.

8. When can we have yard sales?
- We have no guidance at this time on yard sales

9. When can motel/campground pools open?
- As of June 29th pools can reopen following the guidance on the Healthy at Work website

10.When can campground bathhouses open?
- Bath Houses can reopen, but should be sanitized frequently

11. What are the guidelines for people with the big bouncy houses/water slides to be open for renting or use at parties or events?
- These can be rented now, as gatherings of 50 people or more are allowed. The equipment should be sanitized upon return before renting to someone else.

12. I own a dance studio, what do I do if I come in contact with a positive person, in regard to closing or staying open?
- It depends on if you have been in close contact and are quarantined

13. I own a day care, what do I need to do if one of the children or one of my staff develops COVID-19?
- Any close contacts will be quarantined and will not be able to attend or work at the daycare. You should notify parents of a positive case and assist the health department in contact tracing.

14. Can restaurants use real plates, silverware and cups instead of disposable?
- Yes, providing they can properly sanitize the dishware.

15. Do restaurant workers have to wear gloves?
- Yes

16. Do other people besides restaurant people have to wear gloves?
- The general public does not, but at a business that is handing anything back and forth they should

17. When will nursing homes open so we can see our family members?
- Gov. Beshear announced that starting Monday, June 29, the state will resume visitation at assisted living and personal care homes; group activities (10 or fewer) in facilities; communal dining; and off-site appointments. Starting July 15, visitation will resume in nursing homes and in Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF-IIDs). There are some guidelines: no more than 2 visitors, the visit must be scheduled, the visitor must sign an attestation, and the visitation cannot be in the patient's room. There may be more restrictions, you will need to check with the ICF.

18. Can you tell me who is positive in ______ county?
- Due to HIPAA regulations, we are unable to disclose names or employers.

19. Where can I get signs for my store - stop, sick, wear a mask? What about the floor signs?

20. Can we have a wedding with family members and friends now?
- Beginning June 29, people can begin gathering in groups of 50 or fewer people. Adherence to rules on social distancing, mask use and sanitation remains critically important, and people in more vulnerable categories should continue to avoid such gatherings.

21. What are the temperature guidelines - do people have to have their temperature checked as they come into a store?
- No, however employees must have their temperatures checked before shift. The store can require temperature checks for entry if they choose

22. What is the cut off for temperature (how high can it be before we should send someone home)?
- 100.4 degrees F or above

23. What should we do about going to church?
- As of June 10th, churches, synagogues, mosques and other houses of worship can begin hosting congregants at 50% of their pre-pandemic capacities.

24. Can we have our continental breakfast at the motel now?
Yes, seating should be arranged to allow for social distancing and the breakfast area should be limited to 50% capacity. No self service. Someone must serve off the buffet.

25. When can restaurants have 50% of their patrons?
- As of June 29th, bars and restaurants may seat up to 50% of the maximum permitted occupancy or the greatest number that permits individuals not from the same household to maintain six (6) feet of space between each other with that level of occupancy.

26. I share custody with my ex-wife, what if she is a contact of a positive case, do I have to let me kids go home to her on her days?
- We do not quarantine secondary contacts or indirect contacts. In addition you would need to ask the court in regards to any changes in a custody arrangement.

27. Do people have to wear a mask at work?
- Masking is required when employees are in the presence of customers

28. Do people have to wear a mask if they work in a restaurant?
- Yes

29. Do people have to wear a mask if are working behind a piece of plexiglass?
- Yes, because COVID is spread by the small droplets that come from a person when they breathe, talk, cough, etc... and can get around plexiglass and through the cracks

30. Do people have to wear a mask if they work outside?
- If they are within 6 feet distance of another person who is not in their household they should

31. How many active cases in ______ county?
- The case numbers are posted nightly on the LCDHD website and Facebook page. Numbers for the state can be located on kycovid19.ky.gov
