Adair Regional Jail visitation suspended as of today

Adair County Jailer Joey White was in a call conference meeting at 10:30amCT Wednesday, March 11, 2020 with Governor Andy Beshear, Dr. Steven Stack, commissioner of Kentucky Department of Public Health, Secretary of State Noble and all Kentucky jailers. The jailers were given recommendations re the COVID - 19 virus that in person visitation would be prohibitive and canceled until the recommendations are lifted at the state level. Jailer White is carrying out the recommendations - effective today, March 12, 2020, all visitation is suspended.

The visitation suspension includes all visitors to inmates, all volunteer programs by churches, life programs, GED courses, etc.

Phone visits and teleconferencing visitation will continue as always. However the only persons allowed into the jail will be employees, law-enforcement and legal representation.

This also cancels the Class D inmate free labor program until further notice.

Free labor has been being provided, saving both the city and the county hundreds of thousands of dollars, in the areas of recycling, road department, animal shelter, litter pick up, mowing of public places, city maintenance and sanitation, city parks and rec, the Jim Blair Center and senior citizens center.

Class D program brought up at Fiscal Court meeting

In the Tuesday, March 10, 2020 Fiscal Court meeting Jailer White responded to Magistrates questions about the budget for the jail due April first.

There was a lengthy discussion after Magistrate Daryl Flatt reported on a six-hour budget committee meeting. He said every single expenditure was put under a microscope and the only thing they found to recommend are possible changes on the Class D program facility. Those changes will be under study as budget discussions continue. This temporary closure of the program due to the virus will give leaders in both County and City governments an idea of how many new employees could potentially need to be hired without the free labor.

White asked that magistrates accompany him in visits to other jails incomparable sized counties to see firsthand what the situation is like and how it compares to Adair.

He believes his Adair County Regional Jail budget is less, overall, than the budgets in those he compared to. He especially would like the magistrates to talk about schedules at other jails in relation to payroll costs.

The jailer believes the class D program is an asset to both the county and the city and helps the inmates with work credit making their sentences shorter and giving them experience and skills training to learn a trade.
