ACSO: Russell man charged after early morning traffic stop By Sheriff Josh Brockman Adair County Sheriff's Office At 3:48amCT on Friday, February 14, 2020, Adair County Sheriff's Deputy Dereck Padgett initiated a traffic stop on a 2000 Cadillac on Adventist Church Road. Roadside investigation led to the arrest of Skyler Riggins, 24, of Russell Springs. Riggins was found to be in possession of a quantity of methamphetamine consistent with trafficking. Additionally, Riggens was wanted on a parole warrant and also was found to be in possession of marijuana. He was lodged in the Adair County Regional Jail on charges of:
