Adair Co. Grand Jury returns indictments Thu 7 Nov 2019

Indictments brought against 11 individuals from Columbia, Campbellsville, Russell Springs, and Louisville, KY, on charges including possession, forgery, assault, trafficking, fraud, DUI, and inciting a riot.

NOTE: Indictments are considered formal charges. An indictment is not a finding of guilt. An individual charged by indictment is presumed innocent unless and until proven guilty at some later criminal proceeding.

The Adair County, KY Circuit Court grand jury, Columbia, KY, returned indictments against the following individuals on Thursday, 7 November 2019:


  • Jonathan W. Stargel, Athleta Trace, Columbia, KY Indictment No. 19-CR-00203. Charged with 2 counts. Count 1 - Marijuana cultivation, 5 plants or more, first offense. Count 2 - Criminal possession of a destructive device or booby trap device. Bail set at $2,500 cash/SP.

  • Daniel C. Davis, High Street, Cambpellsville, KY Indictment No. 19-CR-00204. Charged with 21 counts. Count 1 - Criminal possession of a forged instrument, 2nd degree. Count 2 - Criminal possession of a forged instrument, 2nd degree. Count 3 - Criminal possession of a forged instrument, 2nd degree. Count 4 - Criminal possession of a forged instrument, 2nd degree. Count 5 - Criminal possession of a forged instrument, 2nd degree. Count 6 - Criminal possession of a forged instrument, 2nd degree. Count 7 - Criminal possession of a forged instrument, 2nd degree. Count 8 - Criminal possession of a forged instrument, 2nd degree. Count 9 - Criminal possession of a forged instrument, 2nd degree. Count 10 - Criminal possession of a forged instrument, 2nd degree. Counts 11-20 - Theft of identity. Count 21 - Tampering with physical evidence. Bail set at $5,000 cash/SP.

  • Carla J. Perkins, Odell Baker Rd., Columbia, KY Indictment No. 19-CR-00205. Charged with 6 counts. Count 1 - Possession of a controlled substance, first offense, methamphetamine. Count 2 - Possession of drug paraphernalia. Count 3 - Operating a motor vehicle while under the influence of alcohol/drugs/etc., .08 aggravating circumstance, 1st offense. Count 4 - Failure to wear seat belt. Count 5 - Failure to produce insurance card. Count 6 - Improper/no windshield. Bail set at $1,500 cash w/MCR.

  • Daniel Smith, Appleby Drive, Columbia, KY Indictment No. 19-CR-00206. Charged with 5 counts. Count 1 - Riot, 1st degree. Count 2 - Assault, 3rd degree. Count 3 - Assault, 3rd degree. Count 4 - Criminal mischief, 3rd degree. Count 5 - Inciting a riot. Bail set at $5,000 cash.

  • Phillip N. Snyder, Appleby Drive, Columbia, KY Indictment No. 19-CR-00207. Charged with 5 counts. Count 1 - Riot, 1st degree. Count 2 - Assault, 3rd degree. Count 3 - Assault, 3rd degree. Count 4 - Assault, 3rd degree. Count 5 - Inciting a riot. Bail set at $5,000 cash.

  • John D. Carter, N. Main Street, Burkesville, KY Indictment No. 19-CR-00208. Charged with 3 counts. Count 1 - Promoting contraband, 1st degree. Count 2 - Persistent felony offender, 2nd degree. Count 3 - Possession of a controlled substance, 1st degree, 3rd or subsequent offense, methamphetamine. Bail set at $1,500 cash.

  • Roy Stephen Helm, Rooks Denton Rd., Columbia, KY Indictment No. 19-CR-00209. Charged with 2 counts. Count 1 - Failure to comply with sex offender registration, 2nd or subsequent offense. Count 2 - Persistent felony offender, 1st degree.

  • Kathryn M. Hadley, Donna Lane, Columbia, KY Indictment No. 19-CR-00210. Charged with 1 count. Count 1 - Trafficking in a controlled substance, 1st degree, 2nd or subsequent offense, 2g+ methamphetamine. Bail set at $5,000 cash.

  • Candace Curry, a/k/a Candace Price, Hart Lane, Russell Springs, KY Indictment No. 19-CR-00211. Charged with 2 counts. Count 1 - Fraudulent insurance acts, over $500. Count 2 - Fraudulent insurance acts, over $500. Bail set at $2,500 cash/SP.

  • Tyrus Lamont Harvey, Rock Spring Dr., Louisville, KY Indictment No. 19-CR-00212. Charged with 7 counts. Count 1 - Possession of a handgun by a convicted felon. Count 2 - Persistent felony offender, 1st degree. Count 3 - Possession of a controlled substance, 1st degree, 1st offense, methamphetamine. Possession of drug paraphernalia. Count 5 - Operating a motor vehicle while under the influence of alcohol/drugs/etc., .08, first offense. Count 6 - Failure of non-owner operator to maintain required insurance/security. Count 7 - Failure to produce insurance card. Bail set at $7,500 cash.

  • Tyree D. Lotts, Carrie Bolin Dr., Columbia, KY Indictment No. 19-CR-00213. Charged with 7 counts. Count 1 - Trafficking in a controlled substance, 1st degree, 1st offense, less than 4g cocaine, firearms enhanced. Count 2 - Trafficking in a controlled substance, 2nd degree, 1st offense, less than 10 dosage units, shedule I&II non-narcotics, firearms enhanced. Count 3 - Trafficking in marijuana, less than 8 oz, 1st offense, firearms enhanced. Count 4 - Possession of a controlled substance, 2nd degree. Count 5 - Possession of drug paraphernalia. Count 6 - Trafficking in synthetic drugs, 1st offense, firearms enhanced. Count 7 - Possession of a controlled substance, 1st degree, 1st offense, methamphetamine, firearms enhanced. Bail set at 25,000 cash.
