Adair Fiscal Court second July 2019 meeting - Report

A second fiscal court meeting each month has proven necessary. A full agenda allows for bills to be addressed, departments to bring issues before the court, and county business to be discussed.

Bids were opened for two Sheriff Department vehicles: 2019 Dodge Charger (AWD) - per vehicle - Fletcher Chrysler bid $25,050 and Don Franklin Motors bid $24,498.

A loan will be taken out for the cost for these vehicles. Both automobiles will need to be outfitted before they are road ready. There is only one business that does this type of work - L&W Emergency Equipment. Sheriff Josh Brockman assured the court that L&W falls under state contract. Don Franklin Motors and L&W were unanimously awarded the bids.



New Hires and Appointments

* Adair E911 Director Jason Upchurch requested Jacob Brehm be hired part time at $9.60 per hour. All voted in favor.

* Gary Coffey was moved from a seasonal employee to full time. All voted in favor of the motion.

* Economic Development Authority (EDA) Mark Dykes reappointed for a four-year term. Voted all in favor.

* (EDA) Dean Adams reappointed for a four-year term. Voted all in favor.

Reading of Roads

There was a first reading for two roads within the county. In District 1, Harold Burton requested B. Goodin Road have a "No Outlet" sign; District 7, Terry Hadley requested a school bus turnaround on Norman Grant Road.

Roads that received a second reading included:

* Bohannon Road deleted from county maintenance (District 6, Greg Caldwell)

* Remove Union Road from county maintenance (District 3, Sammy Baker)

Historic Courthouse Repair

Magistrate Daryl Flatt brought up a topic that is hard to ignore - the historic courthouse has several issues that need to be acknowledged. Besides some landscaping and brush removal, repairs are needed for the awning/gutters facing Campbellsville Street. No decisions were made during the meeting.

Additional Fiscal Court Business

* The Adair Public Health District tax rate will remain the same at three cents per $100 of assessed value on all property.

* Jailer Joey White addressed the court concerning updates on the jail medical contract. "For this year was going to be a 3% increase," he explained. "We went back and talked to them and set up a two year deal where it will be 2% this year and 1% next year. That is the best that they could do." The court voted all in favor to accept the rate.

* With the Adair County Search and Rescue Squad's decision to dissolve, loose ends must be tied up. In order to pay remaining bills and stay in accordance with state regulations, a new list of signees for the original bank account must be sent to their financial institution. All squad member names have been removed leaving Judge Executive Gale Cowan and staff members Melinda Quinn and Benisha Parnell. The motion carried unanimously.

* Dog tags may now be purchased at the Green River Animal Shelter (GRAS). They have previously been available at the County Clerk's office however the court voted unanimously for the move.

* Don Franklin Motors has a 2010 Ford F150 for $9,000 that could be used at the Green River Animal Shelter. Initially $10,000 was budgeted for a vehicle. The court voted unanimously to purchase the truck.

* Judge Executive Cowan wanted to thank the Kentucky Cattlemen's Association for the $1,000 grant toward the Green River Animal Shelter.

All magistrates were present for the meeting and include: Chris Reeder (District 4), Sammy Baker (3), Daryl Flatt (2), Harold Burton (1), Billy Coffey (5), Greg Caldwell (6), and Terry Hadley (7). Meetings are open to the public and are held on the second and fourth Tuesday of each month in the basement of the Adair Courthouse Annex.

All magistrates and staff were present for the meeting and include from left: Chris Reeder (District 4), Sammy Baker (3), Daryl Flatt (2), Harold Burton (1), ACJE Gale Cowan, Fiscal Court Clerk Bridget Compton, AC Attorney Jennifer Hutchison-Corbin, and magistrates Billy Coffey (5), Greg Caldwell (6), and Terry Hadley (7). In front right, backs to camera, are Sheriff Josh Brockman, AC Treasurer Melinda Quinn and Jailer Joey White. Meetings are open to the public and are held on the second and fourth Tuesdays of each month in the basement of the Adair Courthouse Annex, Public Squre, Columbia, KY.
