Jim Blair Center changes on City Council agenda

Judge Executive Cowan Sends Letter to Mayor
with Adair County's New Ordinance


July's City Council agenda included the first reading of a new ordinance to abolish the old ordinance which details the jointly owned Columbia-Adair County Parks and Recreation Board for the Jim Blair Center.

The park has been a major topic for the city and county since March of this year. The current board contains nine appointees. During a June meeting of the fiscal court, magistrates voted 6-1 to amend the current board, reducing the number to three - one from the city, one from the county, one agreed upon from the community.



An employee from Judge Executive Gale Cowan's office hand delivered a letter to the mayor and city council before close of business on Monday (due to Judge Cowan being out of town for a conference). After some discussion among the council members, Craig Dean referred to information contained in the letter and stated, "I'm not prepared to go forward with this. I don't think it's far from what we talked about but there are some things that we didn't agree on."

"We can talk about this at another meeting," said the Mayor, "but this is apparently what they want us to do."

Mayor Hoots continued by saying she did want to distribute the letter during the meeting and would allow time for council members to read it over and come to their own conclusion on the issue. No action was taken on the matter. (See letter below)

"Dear Mayor Hoots:

I'm sorry for the late notification, but I had to leave town for a conference and meetings out of town as soon as our fiscal court meeting was over last Tuesday, June 25, 2019.

I wanted to let you know what the Fiscal Court decided regarding the Jim Blair Recreation Center. Magistrates Reeder and Flatt filled the court in on our meeting with you and two city council members the previous week. The Fiscal Court voted to amend the ordinance establishing the parks and rec board to have one city council member, one fiscal court member, and one community member along with you and myself. It was discussed that each entity put in up to $30,000 (both equal amounts) at the beginning of this new fiscal year. All expenses will be paid from this contribution. The revenue would go into the Parks & Rec fund. Your parks & rec department could do maintenance/repair to grounds and building, and the fiscal court can continue with all administration along with rentals into the Judge's Office. We will provide a detailed report showing all expenses and revenue to the city monthly. If needed, we will provide you with copies of each numerical receipt showing all money is deposited correctly. The jail will also continue to do mowing on the grounds through the fall season.

I know it's short notice, but I ask that you present this to your council tonight being you have on your agenda to abolish the ordinance creating the Columbia-Adair County Parks & Rec Board. Please let me know as soon as possible if this is acceptable with the City of Columbia and we will proceed this way and revisit this issue at the end of the calendar year as discussed in our meeting.

Jim Blair Park is undergoing management changes

The Board which has worked on the Jim Blair Park and Recreation Center for the past couple of years, with many good results, hopes that with the changes being made none of those good things will be lost. The partnership between the City and County owners it is undergoing changes in management and money to operate it.
