Columbia City Council June meeting report

Jim Blair Center Topic of Executive Session; Proposal Already Delivered to County

Columbia City Council met in regular session Tuesday night, June 3, 2019 and gave the public a glimpse into a possible acquisition that has sent them into executive session during both May and June meetings.

After roughly twenty minutes behind closed doors the public and media were allowed to return. Once a motion had passed to reconvene regular session, Mayor Pam Hoots announced there had been no action taken but immediately acknowledged council member Craig Dean who was ready with a motion for "possible action" to be taken.



"I would like to make a motion," stated Dean, "to allow the mayor to make a proposal to the Adair Fiscal Court for acquisition of full interest in the Jim Blair Center."

The motion was seconded by council member Linda Waggener and passed unanimously with no further discussion.

Currently, the city and county jointly own the Jim Blair Community Center located at 901 Hudson Street and annually budget $30,000 apiece to upkeep the grounds, building, and operating expenses.

Through a public records request submitted Tuesday at noon, Columbia Magazine was able to obtain a copy of the proposal which Mayor Hoots said had already been delivered to Adair County Judge Executive Gale Cowan's office.

Addressed to Judge Cowan and the Adair Fiscal Court, the proposal from the city (dated May 30, 2019) gives a timeline of what seems to have transpired over the past few months. The two page proposal begins by acknowledging a letter the City of Columbia received from Judge Cowan in late March and mentions it was "relative to constraints on the county government's budget".

It goes on to address four city/county joint issues made mention in the original letter from Judge Cowan: the dog warden, Green River Animal Shelter, Adair County Regional Jail, and 911 Center. All are addressed by who covers what cost in each entity.

Without specifics or a date of which it occurred, the proposal goes on to say a meeting was held with Judge Cowan and Magistrate Greg Caldwell however there is no mention of who was present representing the city. The City of Columbia makes it clear as to the extent they are willing to go to obtain the Jim Blair Center.

"...this letter is to present a formal proposal to the Adair County Fiscal Court to take over ownership of the Jim Blair Center."

Without any actual money exchanging hands, the City of Columbia would simply assume the $34,000 mortgage remaining on the property and stated that upon ownership "schedule and immediately begin repairs" at the center. According to the proposal, repairs needed reach "several thousand dollars".

At the end, which is signed by Mayor Hoots, it states that while the city has maintained their part of the initial agreement to help maintain the building and property, any revenue generated since its initial takeover has been retained by the county and "gone toward the county expenses". So, in addition it includes, "If this is approved, we will forgive the one-half of revenue that should have been allocated to the city."

The end is summed up with "We realize that this is a difficult decision; but, feel that this is a 'win-win' for both entities."

Judge Cowan was asked in person on Tuesday whether she had received the proposal and if she had any comment on the matter. Her response was, "I did receive the letter today and we will make sure each magistrate receives a copy before the next fiscal court meeting so they can proceed as they see fit."

Council members present for the regular meeting included: Craig Dean, Linda Waggener, Dr. Ronald Rogers, Sharon Payne, and June Parson. Absent from the meeting was Mark Harris.

Regular meetings for the Columbia City Council are held the first Monday of each month at 6pmCT in City Hall, 116 Campbellsville St, Columbia, KY. Meetings are open to the public.

A positive note to City Council with kisses

Among the papers awaiting City Council Members at the June 3, 2019 meeting was a bright yellow page with a thank you message - and to make sure it got read, there were chocolate kisses affixed by each point. The note read, "How sweet it was... to welcome interested folks to the open house at the Trabue-Russell House May 18 & 19. Thank you for visiting Columbia's historic house during Tour 120. Makes the many volunteer hours I have spent cleaning and putting up displays valued. Thanks! Vonnie K."

At the June Columbia City Council meeting

The June 2019 City Council meeting included somewhat of a surprise when a council member made a very specific motion after leaving executive session. It was unanimously approved for the mayor to make a proposal to the county for their half of the Jim Blair Center. That proposal has been delivered for Fiscal Court consideration.
