First second Fiscal Court meeting for May 2019 - Report By Tiffany Kessler In a recommendation made earlier this month by Adair County Judge Executive Gale Cowan, a second regular fiscal court meeting was added to the schedule. According to Judge Cowan and staff, the extra session will serve as "housekeeping" and will help meet deadlines that require court approval. Jail Policies and Procedures Updated; Overcrowding Remains a Problem Jailer Joey White was on the agenda to present a second/final reading of updated Jail Policies and Procedures. Despite his numerous requests to the court for an employee pay increase, it was not included. Part time employees at the jail currently receive $8.80 per hour while full time begins at $9.60 based on a pay scale and only after two years employment. Low pay could be a contributor to Jailer White's previous concern over finding enough individuals willing to work in the facility. "I can definitely say we don't have people knocking on our door wanting to work at the jail," he said with confidence. Overcrowding at the Adair Regional Jail has continued to be a struggle over the years as the number of incarcerations have only grown. Now completing the first six months of his second term, Jailer White says there's little he can do to fix the problem. He has brought the issue to the attention of the court. At the time this article was written, there were roughly 142 inmates with the jail holding only 82 beds. As part of Jailer White's new policies he agreed with court members to try a full 40 hour week as opposed to an alternating schedule he currently has set up for employees. "I would like to re-evaluate the schedule after three to four months and see how it is going," he told the court. A motion to approve the Jail Policies and Procedures was unanimously approved. Additional Agenda Items * The court voted unanimously giving permission to run a water line in the right of way of Marlow Campbell Road. * There were two roads read: J. Loy Road (District 3) removed from county maintenance and J. Cox Lane (District 5) to be named as a private passageway. Both road changes were approved unanimously. * When pest control bids were let out, the Jim Blair Center was not included. It has not been sprayed in the past and those at the location have noticed a need for the service. The fee is $45 every other month - the court agreed to pass the motion. Executive Session Although not listed on the agenda, Judge Cowan and the fiscal court entered executive session citing KRS 61.810F. Almost an hour was spent behind closed doors before Judge Cowan, County Attorney Jennifer Hutchison-Corbin, E911 Director Jason Upchurch, and the six magistrates that were present: Chris Reeder, Sammy Baker, Daryl Flatt, Harold Burton, Greg Caldwell and Terry Hadley returned. Billy Coffey was absent from the meeting. The motion was made to return to regular session and immediately after approval Judge Cowan asked the court, “Do we have a recommendation on what was discussed in executive session?” E911 Director Jason Upchurch announced from the audience, “My recommendation is to suspend dispatcher Bill Nobles for two weeks without pay for neglect of duties.” Judge Cowan called for a motion to accept the recommendation. Chris Reeder and made the motion to accept the recommendation by Upchurch, it was seconded by Daryl Flatt. The vote was five to one - Magistrate Greg Caldwell voted against the recommendation. Magistrate Flatt questioned whether the suspension should be dated, to which Judge Cowan recommended the next day (Wednesday, May 29). A motion for the deadline was made by Magistrate Baker, with a second by Magistrate Reeder. Immediately after, the fiscal court voted unanimously to adjourn. Meetings are open to the public and are held on the second and fourth Tuesday of each month in the basement of the Adair Courthouse Annex. This story was posted on 2019-05-30 06:38:41
