Adair Co. Grand Jury returns indictments Thu 18 Apr 2019

Indictments brought against 11 individuals from Columbia, KY, Bald Knob, AR, and Kingsport, TN, on charges including possession, flight, wanton endangerment, theft, reckless driving, DUI, trafficking, and tampering with physical evidence.

NOTE: Indictments are considered formal charges. An indictment is not a finding of guilt. An individual charged by indictment is presumed innocent unless and until proven guilty at some later criminal proceeding.

The Adair County, KY Circuit Court grand jury, Columbia, KY, returned indictments against the following individuals on Thursday, 18 April 2019:


  • Angela Naomi Robinson, Loy Cemetery Rd., Columbia, KY Indictment No. 19-CR-00078. Charged with 2 counts. Count 1 - Possession of a controlled substance, 1st degree, 1st offense, methamphetamine. Count 2 - No/expired registration plates. Arraignment 5/28/2019 at 9amCT.

  • Phillip L. Miller, Wall St., Columbia, KY Indictment No. 19-CR-00079. Charged with 8 counts. Count 1 - Fleeing or evading the police, 1st degree. Count 2 - Wanton endangerment, 1st degree. Count 3 - Wanton endangerment, 1st degree. Count 4 - Wanton endangerment, 1st degree. Count 5 - Resisting arrest. Count 6 - No/expired registration plates. Count 7 - Operating vehicle with expired operator's license. Count 8 - Reckless driving. Bail set at $5,000 cash. Arraignment 5/14/2019 at 9amCT.

  • Randy D. Morgan, Beechtop Rd., Columbia, KY Indictment No. 19-CR-00080. Charged with 2 counts. Count 1 - Fleeing or evading police, 1st degree. Count 2 - Wanton endangerment, 1st degree. Bail set at $1,500 cash. Arraignment 5/28/2019 at 9amCT.

  • David R. Miller, Ray Miller Rd., Columbia, KY Indictment No. 19-CR-00081. Charged with 1 count. Count 1 - Theft by unlawful taking/disposition, over $500 but under $10,000. Arraignment 5/28/2019 at 9amCT.

  • Daniel Cagney Burton, Liberty Rd., Columbia, KY Indictment No. 19-CR-00082. Charged with 2 counts. Count 1 - Theft by unlawful taking/disposition, over $500 but under $10,000. Count 2 - Persistent felony offender, 2nd degree.

  • Derek M. Otterson, Campbellsville Rd., Columbia, KY Indictment No. 19-CR-00083. Charged with 9 counts. Count 1 - Speeding, 26mph+ over limit. Count 2 - operating on a suspended/revoked operators license. Count 3 - Wanton endangerment, 1st degree, police officer. Count 4 - Fleeing or evading the police, 1st degree. Count 5 - Improper/no windshield. Count 6 - Failure of owner to maintain required insurance/security, 1st offense. Count 7 - Reckless driving. Count 8 - Failure to register transfer of motor vehicle. Count 9 - No tail lamps. Bail set at $10,000 cash. Arraignment 5/28/2019 at 9amCT.

  • Joseph W. Trumpis, Piper Lane, Columbia, KY Indictment No. 19-CR-00084. Charged with 2 counts. Count 1 - Trafficking in a controlled substsance, 1st degree, 2nd+ offense, 2g+ methamphetamine. Count 2 - Possession of drug paraphernalia. Bail set at $5,000 cash. Arraignment 5/28/2019 at 9amCT.

  • Joseph W. Trumpis, Piper Lane, Columbia, KY Indictment No. 19-CR-00085. Charged with 4 counts. Count 1 - Possession of a controlled substance, 1st degree, 3rd+ offense, methamphetamine. Count 2 - Tampering with physical evidence. Count 3 - Persistent felony offender, 1st degree. Count 4 - Possession of a controlled substance, 1st degree, 3rd+ offense. Bail set at $1,500 cash. Arraignment 5/28/2019 at 9amCT.

  • Amanda M. Northrup, TP Cundiff Rd., Columbia, KY Indictment No. 19-CR-00086. Charged with 5 counts. Count 1 - Alcohol intoxication in a public place. Count 2 - Possession of drug paraphernalia. Count 3 - Possession of a controlled substance, 1st degree, 1st offense, methamphetamine. Count 4 - Promoting contraband, 1st degree. Count 5 - Possession of a controlled substance, 2nd degree. Bail set at $1,500 cash. Arraignment 5/28/2019 at 9amCT.

  • Joseph D. Clark, Brown St., Bald Knob, AR Indictment No. 19-CR-00087. Charged with 4 count. Count 1 - Possession of a controlled substance, 1st degree, 1st offense, methamphetamine. Count 2 - Possession of drug paraphernalia. Count 3 - Fleeing or evading police, 2nd degree. Count 4 - Receiving stolen property, firearm. Bail set at $10,000 cash. Arraignment 5/28/2019 at 9amCT.

  • Samantha G. Glenn, Ridge Crest Ave., Kingsport, TN Indictment No. 19-CR-00088. Charged with 4 counts. Count 1 - Possession of a controlled substance, 1st degree, 1st offense, methamphetamine. Count 2 - Public intoxication. Count 3 - Possession of drug paraphernalia. Count 4 - Receiving stolen property, firearm. Bail set at $10,000 cash. Arraignment 5/28/2019 at 9amCT.

  • Alexander M. Hamilton, Stone Gate Rd., Kingsport, TN Indictment No. 19-CR-00089. Charged with 6 counts. Count 1 - Possession of a controlled substance, 1st degree, 1st offense, methamphetamine. Count 2 - Possession of drug paraphernalia. Count 3 - Wanton endangerment, 1st degree. Count 4 - Fleeing or evading police, 2nd degree. Count 5 - Receiving stolen property, firearm. Count 6 - Operating a motor vehicle while under the influence of alcohol/drugs/etc., .08, 1st offense. Bail set at $10,000 cash. Arraignment 5/28/2019 at 9amCT.
