KSP: Multi-County pursuit ends in the arrest of Frankfort man

Elizabethtown, KY - Kentucky State Police (KSP) Post 4 arrested a Frankfort man Tuesday morning, following a multi-county vehicle pursuit. On April 23, 2019 at approximately 4:02amET, KSP Post 4 was notified by the Horse Cave Police Department that they were in pursuit of a Toyota Camry that was believed to be involved in thefts at a motel in the Horse Cave area. Horse Cave Police Department stated after attempting to conduct a traffic stop, the vehicle fled resulting in a pursuit and that they were northbound on I-65 approaching the Post 4 area.

After entering the Post 4 district, the pursuit reached speeds in excess of 115 mph. As the pursuit reached Elizabethtown, it exited I-65 and entered onto the Bluegrass Parkway. Troopers successfully deployed tire deflation devices (Stingers) and were able to stop vehicle in the eastbound lanes at the 8-mile marker. The operator, Sabian A. Moxley (21) of Frankfort, was arrested and charged by Post 4 Troopers with the following offenses resulting from the pursuit, including four active arrest warrants out of Franklin County:


  • 1. Fleeing or Evading Police, 1st Degree (Motor Vehicle)
  • 2. Resisting Arrest
  • 3. Failure of Non-owner Operator to Maintain Insurance
  • 4. Possession of Marijuana
  • 5. Drug Paraphernalia
  • 6. Receiving Stolen Property $10,000 or more
  • 7. Reckless Driving
Moxley was lodged in the Hardin County Detention Center. The investigation is continuing by Trooper John Adams.


NOTE: An arrest is not a finding of guilt. An individual placed under arrest is presumed innocent unless and until proven guilty at some later criminal proceeding.
