Columbia City Council February meeting includes Mayor's report

At Monday Night's February 2019 City Council meeting, in addition to the agenda items of Farmers Market and annual audit, Mayor Pam Hoots handed out information about priority items worked on during the month of January.

Several were in attendance from the Farmers Market asking for assurance they can continue to be located on the corner of Merchant and Campbellsville Streets. The Council asked City Attorney Helm to write a new, updated agreement, and asked the FM2 representatives to bring updated insurance plans for his study. After that is done, a special called meeting will be held for a final vote with expectations that the Market will open in their same place the first of April.

The annual audit has been completed and was presented at the Council meeting. Mayor Hoots called it, "an excellent review." The Mayor's list, handed out at the February 4, 2019 meeting, follows.



Sidewalks - Met with DDS Engineering on the handicapped accessibility project. Final project is now at District 8 for approval. Three parties that will require easements have been contacted.

Non-competitive quotes received on Greensburg Street project.

Decoration Committee: Met during January. Volunteers will be helping us with redoing the wreaths that the city utilized.

Gas Lines: Two additional gas tap ons during the month. The project on Burkesville Street is underway.

School Resource Officer: Candidates interviewed. John Harris will be starting in this position. This will make three officers assigned from city police department.

Parks And Recreation: Craig Lasley has been hired for the Park and Recreation position. He has worked with various school sports projects and has a background in construction. He started today. He will be working with the city park (in the former fairgrounds), the Trabue Russell House, and Little League.

Streets Department: The Streets Department has been out during the month with the inclement weather. Several street lights have been reported for repair and numerous fixed. The following lights have been repaired: Center Street, Grady Loop, Carrie Bolin Drive, Westlake Drive (2), Russell Road, Greensburg Street, Burkesville Street, North Brummett, West Page, Fortune Street, Sandusky Street, and North Monroe. Other lights that have been reported to be fixed are: Hurt Street, Montgomery Street, Bomar Heights, College Park, Public Square, North 55, and Adams Alley.

City Police: Radar is now installed in police vehicles. This was purchased with the alcohol tax revenue. This is the first time in approximately 20 years we have had have had new radar. We are in-process of hiring two city officers. These are not additions; but, replacements. With these additions, we expect to drastically reduce the overtime costs, which at this time are running close to $150K for this fiscal year.

Before the February 4, 2019 monthly meeting of the Columbia City Council began, a large crowd was gathering to hear, and speak if needed, the discussion of the Farmers Market on the Square location. Farmers made the point that they need to know if their location is to be the same as they prepare for the season that begins Saturday, April 6, 2019. The Council asked City Attorney Helm to write a new, updated agreement, and asked the FM2 representatives to bring updated insurance documents for his study. City Council hears from Farmers Market Director

Farmers Market on the Square Director Donna Jones, standing, brought information to the City Council meeting and made sure that everyone knew that if there are any questions on parking from surrounding businesses, FM2 vendors will cooperate completely - they want good relations for the Saturday and Wednesday Markets.

Surplus City cruiser offered to 911 pending County acceptance

911 Director Jason Upchurch, left, was at the City Council meeting Monday, February 4, 2019, to ask for a police cruiser that is surplus for the City which would be helpful to his department. The vote was unanimous to grant his request pending acceptance by the Fiscal Court. With him, to his left are Donald Hare,Public Information Officer, Adair County Fire Department; CPD Chief Jason Cross; and Kevin Jones, Adair Mapping and Addressing Coordinator.
