January Adair County Fiscal Court Meeting - Report Rave Reviews for GRAS Director; New Sheriff Gets Started; and a Happy Birthday song By Tiffany Kessler Adair County Judge Executive Gale Cowan presided over January's official fiscal court meeting on Tuesday evening, January 8, 2019. Judge Cowan was sworn in on Sunday afternoon and held a special called meeting the next morning in which most of her appointments were made. Tuesday's meeting took less than an hour and seemed to focus more on other departments within the county. Sheriff's Report Adair County's new Sheriff Josh Brockman gave his first report to the court and stated that as of December 31, 2018 the record showed a total of $1,232,418 in county taxes had been collected. Sheriff Brockman also included the following office statistics for the month of December: 911 calls responded to - 474; auto collisions - 12; cases opened - 17; vehicle inspections - 181; civil and criminal papers served - 53; warrants of arrest served - 45. All magistrates voted to accept the sheriff's report. Jailer's Report Jailer Joey White was in attendance to submit the monthly jail report. According to Jailer White, the financials for December 2018 included: total charges - $140,482; Adair County inmates - $61,207; total billed to county - $79,275; total to be collected - $88,199. During the month of December, Restricted Custody Inmates completed 2,156 hours of service to the community. At an estimated eight dollars per hour, the work saved the county $17,248. The court voted unanimously to accept Jailer White's report. GRAS Director Tammy Campbell Gets Rave Reviews Green River Animal Shelter (GRAS) Director Tammy Campbell gave the monthly report, as well as overall reviews for the past three years. She reported that in December, Dog Warden Jimmy Harmon brought in 32 dogs and 7 cats. Green County brought in two dogs. There were 48 adoptions and one rescue. GRAS collected a total of $2,091. Campbell's efforts to bring in donations (cleaning supplies, pet food, etc) for the shelter and her work to find homes for the animals did not go unnoticed by the court. "I would like to thank Tammy for her hard work," said Magistrate Terry Flatt. "You can tell she does a wonderful job. The adoption numbers have doubled since 2016." The sentiment was shared by all those in the court. Additional Items on the Agenda New Road Foreman Barry Hamlett could not be present Tuesday night so Judge Cowan gave a quick assurance that the road department was working on issues the recent rains had caused. Treasurer Melinda Quinn reported that the county currently has a cash balance of $1,209,749. The fiscal court voted unanimously to give permission for the jail to surplus items and the sheriff's department to advertise two items that are already considered surplus. All items will be advertised in the newspaper. Jailer White asked permission to advertise a bid for an E-Cig supplier for the jail. "I know some were opposed to offer E-Cigs," he said addressing the court, "but the morale of the inmates coming in and it being overcrowded, this calms them down." Jailer White went on to explain that the canteen in the jail could benefit from an estimated $20,000 market that E-Cigs provide. In the past, the canteen fund has provided funding for items such as garden tillers and mower maintenance. The vote to advertise for a bid was unanimous. Public Comments Vicky Pike questioned whether there will be free tipping this year. Judge Cowan said she has still not hired a Solid Waste Coordinator but this would be something she will be looking into. Cynthia Rowe, Chairman of the Adair County Food Pantry, thanked the court for all they have done in the past for the pantry. Rowe had volunteered there that day and said she saw around 155 families. She averages that the pantry services around 355 families each month. Rowe also serves as Chair of the Parks and Recreation Center. She was excited about the security system installation at the Jim Blair Center and is looking forward to new lights and flooring which is expected to begin next week. Rowe did ask that at some point she be able to meet with County Treasurer Melinda Quinn to get a more "concrete" figure from the fiscal court to go towards Parks and Rec. Special Birthday Before the meeting was adjourned, those in attendance recognized that today was a special day for Judge Cowan and sang a hearty Happy Birthday. Magistrates present were: Chris Reeder (District 4), Daryl Flatt (2), Harold Burton (1), Greg Caldwell (6) and Terry Hadley (7). Absent from the meeting were Sammy Baker (3) and Billy Dean Coffey (5). Meetings are open to the public and are held on the second Tuesday of each month at 6pmCT in the basement of the Adair County Courthouse Annex, 400 Public Square, Columbia, KY.
