Columbia City Council meeting 5 Nov 2018 - Report

The Columbia City Council met in regular session Monday, November 5, 2018 at 6pmCT in City Hall, 116 Campbellsville Street, Columbia, KY.

Three spoke during the opening Citizen's Comments time:

- Vonnie Kolbenschlag brought the subject of the Trabue-Russell House painting before the council. The Westlake Hospital Auxiliary disbanded and gave their remaining budget of $1,000 to the city for the purpose of upgrading the TRH kitchen. She has been working with the city since March to get the project completed. A stove was purchased and installed. Painting was done but needs further finish work, so she was asking for action on that and kitchen curtains.


Concensus was reached among the council to contact her painter and get it done as quickly as possible with her oversight. She was also granted permission to purchase kitchen curtains after the painting is done and get them installed. The goal is to complete the kitchen and have it ready for rental and tours as quickly as possible.

- Vicky Pike brought up the lighting in New Columbia. She is happy to see the lights planned for the new development but requests more attention be given to Patricia Trail where it connects with Burkesville Road - a very hard turn to see after dark and especially in the rain. She was told the state is responsible for Burkesville Road/Hwy. 61, but that the utility company could be asked about placing more lights on the Patricia Trail corner (a city street) where it connects.

- Kathy Hare wanted the steps going to the basement of City Hall repaired as soon as possible. She said several 12-step programs that meet there and safety considerations need to be made a priority. She said the erosion is getting worse, rebar is showing through on some of the steps and her advice to the city is to have them grouted, which would not require pouring concrete. The Mayor said he had bought the supplies and is working with Donnie Rowe on that goal and would get back with him tomorrow to see that the steps are repaired as quickly as possible.

Minutes were approved from both the regular October 1, 2018 meeting and the special called meeting October 18, 2018.

A motion to Re-Bid the Greensburg Street Sidewalk Project, with revisions pertaining to certifications of materials to be used, was made by Council Member Rogers and seconded by Council Member Hoots with a unanimous vote of approval. City Clerk Rhonda Loy will advertise it this coming week to move the project forward.

Mayor's Announcements included gathering information to bring before the council from a company that specializes in discovery of possible insurance from past land projects. Any funds that might be available would help with a Brownfields Grant toward reclaiming the old landfill off Highway 80 West, approximately five miles outside Columbia.

The Mayor reappointed Barbara Shepherd for another year of service on the Parks and Recreation Board, the motion was made by Linda Waggener and seconded by Ronald Rogers and the vote was unanimous.

Council Announcements - each of the Council Members praised the Adair County Marching Band for having won the 23rd State Championship, complimented Rhonda Loy and city staff on the very successful Downtown Days, and encouraged everyone to get out Tuesday, November 6, 2018 and exercise their rights to vote.
